CASE

PROPOSALi FOR INSTALLATION OF ELECTRIC TRANSMISSION LINES;
CASE OF ANOKA MUNICIPAL ELECTRIC
By: Zoning Administrator Sylvia Frolik

Background:

The City of Anoka electric utility (AMU) is requesting Ramsey's approval to construct a 2.7 mile
transmission line:through the City of Ramsey. To provide reliable service to an increasing number
of customers requiring greater amounts of electric power, AMU proposes to construct a new
substation on thq border of Ramsey and Anoka within Anoka city limits. The source of electric
power to su~pplylthe substation will be the existing United Power Association's Dayton Port-
Ramsey 69 KV ~{ansmission line.

The City does haye an electric utility franchise that permits AMU to construct transmission lines in
accordance with permit procedures. The City does not have any established permit procedures,
therefore, Staff h~ts determined that the proposal should be reviewed by the Planning Commission
and City Council ~with the decision supported by findings of fact.

Observations:

AMU has indicaied that no-build or an underground line are not feasible options; that the only
option for meeting[ the demand for service is an above-ground line through Ramsey. There were 3
routes reviewed, itwo of which impacted residential neighborhoods and the third, which is the
preferred route, ti'averses the Industr/al district. ~.

Construction is p[.oposed to commence in the Spring of 1995 with completion by Fall of the same
year. The u:ansrrgssion Iine is proposed to be constructed to 115 Kilovolt (KV) requirements but
operated at 69 K~V to avoid the need for reconstruction in the future as the demand for service
continues to groin. The height of the transmission poles var>, from 50 to 70 feet depending on the
type of construction required in an3, given area.

The right of way r~ecessary for proper operation and maintenance of the transmission line is 50 feet
either side of ceiaterline of the transmission line or 100 feet total. This right of way meets
standards es,tablisl~ed to assure that m the event of a hne breakage, the line will fall down within the
right of wa3. Both public and private property will be impacted by the route with respect to the
necessary right-of-way. Except for permanent structures, the property owner will maintain the
right to use the l~d dedicated as easement.

The following items are enclosed for your review:

a) 3 (IPrions for route alignments
b) Proposed f'mdings of fact
c) PrO. posed utilities permit
