Councitmembcr adoption: introduced the following resolution and moved for its RESOLUTION ~94-10- A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A REQUEST FROM CITY OF ANOKA ELECTRIC-UTILITY (AMU) TO INSTALL AND OPERATE ELECTRIC TRANSMISSION LINES WITHIN THE CITY OF RAMSEY ("CITY") ~rHEREAS, the City of Ramsey adopted Ordinance ~92-13 granting a franchise to AMI3 and Anoka Electric Cooperative to consruct and operate electric distribution systems and transmission lines within the City limits. ("Route") NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That AMU, hereinafter referred to as "Applicant", has properly applied for a Utilities Permit to construct and operate a 115 Kilovolt (KV) electric transmission line vAthin the City limits along the following described route: 2) 4) 5) 6) 7) 8) 9) 10) That the Applicant has stated that a 'no-build' alternative is not an option and the u'ansmission lines are necessary, to maintain adequate service to customers of AMU, which includes residences and businesses in .the City of Ramsey. That the Applicant appeared before the Ramsey Planning Commission on October 4, 1994 and the minutes of sa/d meeting are hereby incorporated by reference. That the proposed 2.7 miles of transmission lines will be installed on parcels zoned Industrial, which is a compatible land use. That the Applicant has stated that the transmission lines will be constructed to 115 KV requirements but will be operated at 69 KV. That the Applicant has stated that the poles will be 50-70 feet in height and that less xdsually obtrusive alternatives are not econorrfically feasible. That the Applicant has stated that no Federal or Public Utilities Commission permits are required. That Ciw Staff has recommended that the community impacted by the project receive good and valuable consideration in response to the visual intrusion. That no other utility perm/ts have been issued in the City since the adoption of the franchise ordinance in 1992. That the proposed transmission lines will/wilt not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare.
