THE ZONING REPORT~ <br /> <br />P~ge ~o <br /> <br />CHECKLIST OF?ROVISIONS FOR REGULATING MOBILE HOMES AND MANUFACTURED HOMES <br /> <br />TO BE INCLUDED IN ZONING CODES <br /> <br />(Part One of two parts) <br /> <br />1. PURPOSES AND INTENTS. <br /> <br />These <br /> are the possibl~e purposes and intents for zoning regulation of mobile home parks and manu- <br />factured home subdi~isions: <br /> <br />-- accommodate mobile homes and manufactured homes in the community as attractive and' <br />decent affordable housing within standards of livability that accord with the purposes of <br />health, safety~ and welfare as set forth within the zoning code and with the goals, objec- <br />tives and poli~ies of the community comprehensive plan. <br />-- assure a cpmplete residential living environment for persons desiring to occupy mobile <br />homes and mahufactured homes as their dwelling. <br />-- provide for~ the reasonable rights of tenants and occupants to reside in mobile homes and <br />manufactured homes as their principal dwelling in mobile home parks and to protect their <br />investment in._their living unit while assuring rights of owners of parks to manage their <br />property and t~ gain reasonable profits from their investment in them. <br />-- allow flexibility and encourage innovation of design of the development of mobile home <br /> ? <br />parks and manufactured home subdivisions while assuring conformance to standards of com- <br />munity develolSment that protect and enhance surrounding residential neighborhoods and the <br />locality in general. <br />-- protect th~se developments and their individual units from neglect and deterioration by <br />imposing stand~ rds that provide for and assure acceptable levels of operation and mainte- <br />nance that continue the originally approved quality of development. <br /> <br />2. DEFINITIONS <br /> <br />A. Define mobile home <br /> <br />park and manufactured home subdivision. <br /> <br />(a). A mobile home park consists of a group of mobile homes'and manufactured homes locat- <br />ed on a single,tract of ownership operated as a single entity as a business investment of <br />the owner. A mobile home park consists entirely of mobile homes and manufactured homes, <br />each located o~ a site leased to its occupants who own or lease the living unit as their <br />permanent resi4ence. Mobile home parks developed after June 15, 1976, might be permitted <br />to rent spaces pnly for mobile homes and manufactured homes built according to HUD stan- <br />dards that beck. me effective on June 15, 1976. As such, a zoning code might describe these <br />mobile home p~rks as manufactured home parks (which are differentiated from manufactur- <br />ed home subdivisions).
