THE ZONING REPORT <br /> <br />Page Four <br /> <br />(i). The~federal act. Mobile/manufactured homes built after June 15, 1976, are re- <br />quired ~o meet standards of safety and construction set ~orth in the National Manu- <br />facture(i Home Construction Safety Standards Act, enacted in 1974 and administered <br />by HUD~ In 1980, the terminology for these living units was changed from mobile <br />homes to manufactured homes. <br />(ii). Manufactured homes include mobile homes manufactured after June 15, 1976 that <br />meet' thee federal standards. Zoning codes should be Careful to define all manufactur- <br /> <br />ed horn ~s to include these mobile homes. But mobile home homes are defined in zon- <br />ing codas as any unit manufactured before that date not certified as meeting the <br />federal ~tandards. <br />(iii). Mi~.imum dimensions of the units. The unit is placed on the site ready to be <br />lived inL-when connected to utilities. A manufactured home must have a minimum body <br />size of 18 x 40 ft, excluding hitches and transport apparatus. Sections can have a <br />maximu~n width of 16 ft, the width allowed for transport on public highways, but <br />practically, sections are 10-12 ft wide. <br />(iv). Permanent foundations allow manufactured homes to be located in manufactured <br />home' s~bdivisions. If the unit is attached to a masonry and concrete permanent foun~ <br />dation,~as whee'ls and axles removed, and meets local standards of width and ap- <br />pearane~ that emulate conventional site-built single-family dwellings, it can be locat- <br /> <br /> ed in manufactured home subdivisions. <br /> (v). $om~, state's laws mandate they be allowed as single-family dwellings. As requir- <br /> ed by 2~ states, a manufactured home is classified for zoning purposes as a single- <br /> family dwelling if it meets certain design standards and can be located on a lot of <br /> record ~y r~ght ~n any zone allowing a s~ngle-fam~Iy dwelhng. The minimum required <br /> width o{ a manufactured home classified as a single-family dwelling ranges from 18- <br /> 24 ft, i0 zoning codes, with 20-22 ft most c0.mmon; appearance standards require its <br /> walls tol be wood or masonry or emulate exterior wood or masonry walls of a house <br /> and its ~oof must have or appear to have shingles much like a conventional dwelling, <br /> be pitc}~ed like the roof on a conventional site-built house, and have eaves that over- <br /> hang th~ walls, typically by one foot except where attached to garages and porches. <br /> (c)..Modular ho~nes are not regulated by zoning codes. They consist of pre-cu! panels, parts <br /> or components that can be constructed off site and affixed to conventional permanent single <br /> family dwelling~ on sites. Modular components consist of roof trusses, wall sections, door <br /> and window units, plumbing trees, bathrooms, kitchen counter units and dormer units. Modu- <br /> lar components~ must' meet local building codes and are inspected and approved by local <br /> building offxc~a~. Modular homes are conventional single-family dwellings in all zoning codes <br /> and are not regulated as mobile homes and manufactured homes. <br /> <br />C. Define mobile hom~ space and stand and manufactured home lot. <br /> <br /> (a) A mobile h~me space is a site in a mobile home park rented to a person for exclusive <br /> righ't of occupancy in a mobile home or manufactured home. The site includes land area for <br /> other activitie~ immediately adjacent to the unit cUstomarily associated with personal resi- <br /> dential occupancy, for off-street parking, private outdoor space'and patios, storage build- <br /> ings, and for 9nobstructed.open space to adjacent living units, to adjoining streets and to <br /> other common fareas of the mobile home park.
