TIlE ZONING REPORT <br /> <br />Page Six <br /> <br />B. Permitted as ar~ overlay zone district for specific underlying base zones. Application <br />requirements and m~terials submitted are similar to those required for freestanding zones for <br />mobile home parks ~nd manufactured home subdivisions. The maximum density of living units <br />allowed in the project is that of the underlying zone. It may require that the minimum lot area <br />and width of the .underlying zone apply to mobile home spaces and to manufactured home lots, or <br />the overlay zone stahdards may allow lesser space and lot sizes. <br /> <br />C. Permitted as a c~nditional use for mobile home parks and manufactured home subdivisions in <br />conventional r'esiden~iai ~one districts. Standards for this conditional use require submission of site <br />plans, development p~ans and plats similar to those required for rezonings, to be approved by the <br />CPC and elected board. Specific design and development standards for this use must be met and <br />are shown on site plans and development plans or plats. Permission of mobile home parks and man- <br />ufactured home subd~.~visions as conditional uses allows enforcement of the use permit by the build- <br />ing/zoning official, s{lbject to revokation of the permit for violations of the conditions and stan- <br />dards. ~ <br /> <br />D. Permitted by right with qualifications for manufactured homes built in conventional subdivisions <br />in specific zones. T~is 'p~rmission requires CPC and elected board approval of plats. <br /> <br />4. USES ALLOWED IN ~OBILE HOME PARKS AND MANUFACTURED HOME SUBDIVISIONS <br />A. Principal and anci~ary uses. <br /> <br /> (a). Mobile ho~es~ as defined in local zoning eodes~ are allowed by right only in mobile <br /> home parks a~d are prohibited in any location outside of mobile home parks, except for <br /> approved con{truction trailers on construction site~, field offices, emergency housing, mo- <br /> bile home sal~s lots and other interim approved public and commercial non-residential uses. <br /> Mobile homes ~or permanent residential occupancy can only be located on mobile home spa- <br /> ces on approved mobile home stands. They are subject to zoning standards for clearance of <br /> the unit and ~ts add-on accessory structures from adjacent mobile homes, streets, other <br /> common areas~tn the park and its perimeter boundaries. <br /> b). Manufactured homes~ as defined in local zoning codes, are allowed by right in mobile <br /> home parks ar d in manufactured home subdivisions. If placed on permanent foundations, <br /> they require a~ certificate of zoning clearance, building permits and occupancy permits.' In <br /> mobile home parks, they are subject to clearances required of mobile homes from adjacent <br /> mobile homes ~nd streets, and in manufactured home subdivisions, to required zone yards, <br /> height and lot coverage. <br /> (c). Conventional single-family dwellings are limited to one dwelling by right, including a ga- <br /> rage, in a moI~ile home park, for occupancy by the owner or operator of the park. Resi- <br /> dence of manligement on the premises encourages on-site 24-hour availability attuned to <br /> the interests a!nd concerns of tenants. Some codes allow the dwell.lng to contain office and <br /> administrative ~faeilities of the park, or converselyi.the dwelling might be a portion of a <br /> community/ser~ice building. <br /> (d). Service a~d recreational uses are allowed in mobile home parks by right as ancillary <br /> uses to serve ~enants. Many codes require at least on, e service and recreational facility in <br /> a mobi]e home,park containing at least 10-20 living units. Its function, capacity and design, <br /> as identified dn the preliminary development plan and approved by the CPC and elected <br /> <br />September 9~ 1994 issue <br /> <br /> <br />
