Drainage and Grading Plan: There is a considerable amount of runoff anticipated to come <br />off this development. The grading plan submitted would cause all runoff from the site to <br />drain onto Iodine Street N,W. and then eastward. There are periodic drainage problems <br />downstream of this area at the present time. We recommend that all runoff be captured and <br />conveyed to a sedimentation/skimming basin before being discharged to the adjacent pond <br />on the golf course. An easement should be obtained for this discharge. An erosion conu'ol <br />plan should also be developed which will protect the pond and adjacent properties from <br />erosion and sedimentation during construction. <br /> <br />On-Site Septic Systems: The soils are such that mounded septic systems may likely be <br />required. We would request that the developer have soil tests performed, identify <br />wastewater flows, and have a septic system design proposed by a septic system designer <br />certified by the State of Minnesota. This design should also address the need for a backup <br />septic treatment area for use after the life of the initial system expires. Depending upon the <br />results of that septic system design report, it may be necessary to reduce the number of <br />units proposed. It is anticipated that the development agreement will require the developer <br />to provide for annual inspections of the septic systems by a prviate evaluator and that <br />copies of the septic repons be filed at the City. <br /> <br />Pgrk D~digation. The plat will be reviewed by the Park and Recreation Commission at their <br />regular meeting in November. It is anticipated that park dedication will consist of <br />construction of an 8 foot wide bituminous trail along St. Francis Blvd. Any remaining <br />park dedication due would be satisfied with a cash payment. <br /> <br />Landscape Plan: The developer shall be required to submit a Landscape Plan indicating the <br />establishment of trees and turf. This Landscape Plan should be quite significant along the <br />east side of the site to separate the development from the single family houses. The <br />Landscape Plan should identify the location, species, size and number of plantings. <br /> <br />The Planning Commission will be conducting a public hearing and considering your request for <br />preliminary plat approval at 7:30 p.m. on Tuesday, November 1, 1994 at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W. You, or your representative, should be present at the <br />meeting to answer any questions that may arise. <br /> <br />If you have any questions, please don't hesitate to call.
