Case #2

APPROVE BUDGET AND INTERIM PARK PLAN FOR THE NEIGHBORHOOD
PAll[K LOCATED IN THE SUNNY PONDS SUBDIVISION
By: Mark Boos, Parks/Utilities Coordinator =

Background:

The fa'st phase oLthe Sunny Ponds subdivision was platted in 1993 and is nearly built-out. As
part of the Sunn~ Ponds park dedication and the Ramsey Meadows park dedication, $36,036
dollars currently e~xists in the Parks Improvement Trust Fund for the prairie district in which the
Sunny Ponds subd!vision is located. By the year 2000, additional dollars will likely be available.

At the time the Park and Recreation Commission accepted the park dedication for the Sunny Ponds
subdivision, it wai felt that a softball field was needed within that district. It was also noted that
the Municipal Center property may eventually contain a ba!!field and that the crosswalk at 148th
Lane N.W. and COunty Road #5 provided some ballfield access to Ramsey's Elementary School.

During the park d~dication process the Commission had to "dig their heels in" to garner suitable
park property. The above resulted in the City receiving developable park land instead of the
marginal park land. The placement of the park land off the southern terminus of Erkium Circle
also provides for future ballfield possibilities when the property directly east of the park is
subdivided.

The neighborhood park is two to four acres, with Scotch and Norway Pine at generally the east
and west property!lines. The current topography between those points is a gradual basin shaped
depression towardt~ the very center of the park with volunteer seedlings of various ages ascending
from the aforementioned pine lines toward the center.

Observations:

The primary purpose of this case is to adopt an interim park plan and budget for the park so that
City Council can ~thorize the park's development. Staff will prepare for your consideration at the
meeting developra~nt alternatives using the $36,036 currently available.

Attached for your information:

Enclosed is a sit~ location map, a copy of an aerial photo, and a line drawing showing the
boundary relation~ips for the park. Additional materials will be available at the meeting.

Commission Action:

Based upon discussion.

Reviewed by:

City Administrator
Parks/Utilities Coordinator

P&R: 3/10/94
