Mr. Smith submitted to the Commission a memorandum dated May 19, 1994 regarding the
Preliminary Draft Trail Plan; a copy is attached as part of the minutes. He presented the
Preliminary Draft Trail Plan to the Planning Commission demonstrating the relationships between
the Land Use Plan, Thoroughfare Plan and the Trail Plan. He noted the consultants will be
working with the Park and Recreation Commission to address any revisions or refinements to the
Trail Plan. He discussed the Trail Plan characteristics outlined in the memorandum, noting that the
proposed plan is based on discussions with Mark Boos, Parks/Utilities Supervisor, and past plans.

Acting Chairperson Hendriksen pointed out that the plan was missing the trail around the golf
course below Itasca Lake, advising that there is a provision for a trail in Northfork's agreement.

Commissioner Deemer also pointed out that the underpass trail was missing.

Mr. Schwanke inquired as to how the Commission wishes to proceed.

Acting Chairperson stated he was not overly concerned about land uses, as they are always
changing, and suggested a joint meeting with City Council.

Mr. Schroeder stated that Comprehensive Plan Land Use designations have become very important
in this state, even though they wiI1 probably change. He suggested addressing land use at another
meeting.

It was the consensus of the Planning Commission that the Commissioners, Staff, and the
consultants would look at land use scenarios and be prepared to provide input and
recommendations at the regular meeting of the Planning Commission on June 6, 1994.

COMMISSION INPUT

None

ADJOURNMENT

Motion by Commissioner LaDue and seconded by Commissioner Holland to adjourn the meeting

Motion carried.
