service has been authorized by the Council The Councii, in its discretion, may waive thc application of this portion of thc ordinance upon a showing that to requi~ the installation of water mains within the Subdivision would not be feasible with regard to the extension of existing trunk mains to service the Subdivision or that the particular locations or unusual circumstances of the proposed plat would cause undue hardship to either the owner or subdivider or the City. Street Traffic Control Signals. If deemed necessary by the City Engineer and City Council, the owner or subdivider shall install su~ct traffic control signals. The signalization shall be constructed in conjunction with the street unless the City Council grants a waiver to delay signalization. In the event such waiver is granted, the owner or subdivider shall deposit with the City a sum of money equivalent to the Engineer's estSxnated cost of the signalization. Easement Acquisition. Prior to the t/me of construction, the owner or subdivider shall obtain all easements required for the project. At the time the project is complete and turned over to the City, all easements shall be deeded to the City. Lot Grading. All tots shall be graded in accordance with the final grading plan. In addition, erosion control measures shall be followed to eliminate erosion. Upon completion of the grading, topsoil shall be restored and temporary vegetation established. Park and Trail Development, The Park and Recreation commission shall establish a park and trail development plan prior to recording of the plat and entering into the development agreement. The City Engineer shall provide a feasibility study for completion of this park and trail development estimating the cost of said development. This development shall then be completed as a Stage I Improvement. 10. Street Lights. After consultation with Anoka ElecuSc Cooperative or other provider of electrical services, the City Engineer shall place within the development agreement, a street light construction plan which will then be consu'ucted as a Stage I Improvement, the cost of purchase, installation and three year's operation and maintenance thereof being included within the development agreement as a Stage I Improvement. 8rage II Improvements. 1. Street Striping And Signing. Upon completion of the street, the owner or developer shall install all street signs and ~affic signs as required by the City Engineer. Street striping shall be completed on ali major thoroughfares, commercial and indus~al streets as required by the City Engineer. Striping shall be completed after sealcoad.ng is done.
