Councilmembcr Hardin inquired of the time frame for cleaning out the culverts and taking care of the issue with Mr. Welsh. Mr. Jankowski stated that the issue with Mr. Welsh should be turned over to authorities who deal with wetland issues. The culverts can be cleaned out within a couple of weeks. In addition, discussions have ensued regarding constructing a ditch between the two ponds which would ishort circuit the water trip around the road to the wetland and back; however, Mr. Jankowsld preferred that action be taken at a later date. Councilmember Hardin inquired if Mr. Hendriksen had spoken with Mr. Raafikka of Hakanson Anderson recently, to which Mr. Hendriksen replied he had not. He (Hendriksen) ~lded that the issue with Mr. Welsh is that he (Welsh) claims the water didn't used to go ~rough where he put his driveway. Mr. Raafikka designed it to go to the wetland and i~ack. The work on Mr. Welsh's property was done recently - within the last year - maybe, even within the last month. Where the water used to go does not exist; however, he r~poned that Mr. Welsh was agreeable to putting in a culvert if the water has a place to go. ;Mr. Welsh and Ms. Schlepper (15505 Ramsey Boulevard N.W.) are also having water problems. There is a lake forming behind the culvert on 156th and Hematite as more water comes in than is allowed to escape. Public Works? Supervisor Mevissen stated that ail the ponds are up this year and that the swamp to the north of this area is blocked up. Ben Deemer, 14501 Sunfish Lake Boulevard N.W., Ramsey, stated that there is beaver activity between the City and County roads and the dam is blocking the water flow. Mr. Mevissen!stated that getting rid of the dam would be a short-term solution, the beavers would need to be disposed of also. Mr. Hendriksen stated that 156th has been paved - the additional run-off created would be discharged knto this area. He added that the City believes there is a drainage facility here - that water, among other sources is coming onto his property. He stated he does not want to see the cure for the problem as fighting with Mr. Welsh in court. He felt that part of the problem occurred as a result of 153rd and that it is up to the City to do something about that. Council direct~ed that Mr. Jankowski meet with Mr. Hendriksen and Mr. Raatikka to review the property and propose a solution. Ben Deemer, 14501 Sunfish Lake Boulevard N.W., Ramsey, referenced Council's Case #3: Sunwood Drive Appraisal/Acquisition Authorization and stated that he was just informed that there is new information on this alignment. He felt that the new alignment was something closer to what he would be agreeable with. He stated that based upon his information from the Minnesota Environmental Quality Board, the condemnation process is not allowed. ,.The City cannot proceed until the review period has been completed. He suggested that staking an acquisition could be conceived as the starting process and that would be agairtst State law. Larry Peterson, Operations Manager for Anoka Electric Cooperative, complimented City Staff on how helpful they have been during the land acquisition process of Anoka Electric. He asked Council to focus their attention on the chosen parcel of land. When County Road #116 was constructed, one of the parcels was split into two parts by the roadway.
