CASE #3 <br /> <br />DETERMINE PARK DEDICATION FOR CHESTNUT RIDGE 2ND ADDITION <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Mr John Petersog, of Good Value Homes, is requesting, preliminary plat approval for Chestnut <br />Ridge 2nd AdditiOn. The 65-acre plat is proposed to consist of 71 single family urban lots. <br /> <br />As the Commiss~n will recall, a similar lot configuration, south of Sunwood Drive N.W., was <br />reviewed as a sk~}tch plan at the time Chestnut Ridge was examined (southwest of Wood Pond <br />Hills on Krypton ~:Street N.W.). <br /> <br />Contained within the Planning Commission case and enclosed for your information are: <br /> <br />a. Site location map <br />b. Pr¢posed preliminary plat <br />c. Staff review letter <br /> <br />Please note that staff is recommending extension of the one bubble on Sunwood Drive, southwest, <br />to the street east oi* Potassium Street N.W. (Neon Street ?) <br /> <br />Observation/Recommendation: <br /> <br />Park dedication cash contribution, based on 71 lots, would be $49,700. Staff believes that with <br />adequate pedestrian and bicyclist transportation routes, recreation will be adequate, given the <br />combination of Eiunters Hill, Emerald Pond, the Ramsey Elementary School, and Flintwood <br />Terrace Parks. Fu~re development of the Sunfish Lake Recreation Area (landfill site with possible <br />inclusion of Sunfish Lake itself) and the Municipal Center property may also provide destinations. <br />It is also importa~ to remember that Sunwood Drive will receive an off-street trail, at the time of <br />construction, using Minnesota State Aid Street construction dollars. <br /> <br />Upon the Commission's previous review, it was determined that Potassium Street N.W. should be <br />constructed with cgrb cuts on the west side to allow for the construction of an off-street path within <br />the 66 foot right<}f-way. Existing Potassium Street N.W., to the south to 143rd Lane N.W., has <br />a combination of ~_urb cuts and home setbacks in anticipation of a sidewalk-type path within the <br />right-of-way. The rationale was, and is, that Potassium Street N.W. is a multi-neighborhood <br />collector street and the City has an obligation to insure safe pedestrian and bicyclist travel within <br />the subdivision(s), <br /> <br />Strong considera¢on should be given to construction of this off-street transportational route <br />concurrent with tl!.e subdivision's street paving. This route would traverse from Sunwood Drive <br />N.W. through Chestnut Ridge 2nd Addition (at the developers expense), continue south to 143rd <br />Lane N.W., then lwest to the Emerald Pond Park's entrance at Quicksilver Street N.W., if <br />possible. Sidew~alk or path construction would be credited against the developer's cash <br />contribution at a rate to be determined. <br /> <br />The following comments relate to not providing credit for the construction of a sidewalk type path <br />within Chestnut Ridge 2nd Addition: <br /> <br />Credit was not given for a similar pedestrian path in Sunfish Square, however, that route <br />abutted a county road(s). <br /> <br /> <br />
