City of Ramsey <br /> 15153NOW'rHENBOULEVARDN.W., RAMSEY, MINNESOTA 55303 <br /> <br />PHONE (612) 427-t410 FAX (612) 427-5543 <br /> TTD (612) 427-8591 <br /> <br />I <br />I <br /> <br />July 27, 1994 <br /> <br />John Peterson <br />Good Value Homes <br />9445 East River Road N.W. <br />Coon Rapids, MN 55433 <br /> <br />Re: Preliminary Plat Review; Chestnut Ridge 2nd Addition <br /> <br />Dear Mr. Peterson: <br /> <br />We have received the Preliminary Plat and Preliminary Grading Plan for Chestnut Ridge 2nd <br />Addition which consists of two sheets drawn by Passe Engineering, Inc. dated June 24, 1994. <br />We offer the following comments: <br /> <br />Zoning: The subject property is zoned R- 1 Residential and is permissible for development <br />with single family residential lots. However, the north half of the plat is not in the <br />Municipal Urban Service Area (MUSA) and is currently not eligible for development with <br />urban services. It is anticipated that the north half of the plat will be brought into the <br />MUSA this fall with Metro Council approval of the City's comprehensive plan amendment <br />for a MUSA expansion. <br /> <br />General: The proposed plat consists of approximately 65 acres to be developed with <br />municipal water and sanitary sewer and subdivided into 71 single family lots. <br /> <br />Lot Sizes and Dimensions: The minimum lot width in the R-I Urban Residential District is <br />80 feet, or 90 feet on corner lots, and the minimum lot area is 10,800 square feet. Lots 2, <br />3, I 1, 12 and 16 of Block 3 do not appear to meet the 80 foot lot width requirement at the <br />building setback line. Lots 2 and 12 of Block 4 do not meet the 10,800 square foot area <br />requirement. <br /> <br />Streets and Access tO Lots: Sunwood Drive is proposed to be extended west through the <br />plat. No lots are proposed ro have direct access onto Sunwood Drive except that two <br />'eyebrows' are proposed on the east end of Sunwood Drive to provide access to 7 of the <br />lots. Staff is recommending that the 'eyebrow' on the south side of Sunwood Drive be <br />changed to a through street to connect with the north/south streets in the southwest corner <br />of the plat. <br /> <br />Drainage: The plat drains to Wetland 114P at three locations. The proposed sedimentation <br />basins are required prior to discharge into the basin. Drainage elevations should be <br />submitted to ensure sufficient capacity is provided in the basins.
