I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />07 ,05.94 <br /> <br />DRAFT FOR REVIEW <br /> <br />RRCMP - Intd. <br /> <br />A MASTER PLAN'FOR <br /> <br />RUM RIVER CENTRAL REGIONAL PARK <br /> Anoka County, Minnesota <br /> <br />AUTHORITY: <br /> <br />The 1994 Master Plan for Rum River Central Regional Park has been <br />prepared by Anoka County for review and approval by the <br />Metropolitan Council, upon recommendation by the Metropolitan <br />Parks and Open Space Commission, according to Minn. Stat. 473.147 <br />and Minn. Stat. 473.301-351. <br /> <br />HISTORY: <br /> <br />Anoka County first prepared a comprehensive county park plan in <br />1968, at which time the present Rum River Central site was <br />designated as a future large recreational park. The County first <br />acquired land at Rum River Central in 1972. As of January 1, <br />1993, Anoka County owned 434 Acres in Rum River Central Regional <br />Park <br /> <br />Following establishment of the regional recreation open space <br />system, the County submitted a regional park master plan for the <br />Rum River park Site in April of 1975, which was approved by <br />Metropolitan Council. There have been minor amendments since <br />1975, this 1994 revision is a product of the first complete <br />reconsideration of the master plan. <br /> <br />LOCATION: <br /> <br />Rum River ~entral RP is located on the west bank of the Rum River <br />in west-central Anoka County, just opposite its junction with <br />Cedar Creek, which enters from the east. The north half of the <br />park lies in the southwest corner of the City of Oak Grove, <br />essentially Sec. 31 of T33N, R24W. The south half is in the west <br />part of SeC. 6 of T32N, R24W, formerly part of Andover, now under <br />the municipal jurisdiction of the City of Ramsey. <br /> <br />The park entrance, on the west side of the park, in Ramsey, is <br />approximately 6.5 miles north of U.S. 10, in Anoka, via C.S.A.H. <br />7, and abo~t 1.5 miles west of S.T.H. 47~ in Ramsey, via C.S.A.H. <br />27. The enclosed map, Fig. Intd.-1, shows the park and the <br />surrounding part of Anoka County. <br /> <br />STATE DESIGNATION <br /> <br />The part of Rum River Central Regional Park adjacent to the river <br />lies within a Scenic and Recreational River designated by the <br />State of Minnesota, administered by Minn, Department of Natural <br />Resources, The program regulates development and other land use <br />parameters within the designated boundaries. See Fig. Intd.-2. <br /> <br /> <br />
