? <br />RRCMP, p. III-3 <br /> <br />2. Improved highway access to this part of the Metropolitan Area, <br />using upgraded U.S.10/S.T.H.47, and upgraded U.S. 169 including <br />the MissisSippi River bridge in Anoka, is another factor bringing <br />Rum River Central closer to the urban area. The effects <br />are felt nDt only in Anoka but throughout this part of Anoka <br />County. Oak Grove Township has become a City and Andover has <br />experienced rapid growth. <br /> <br />3. The park will offer a combination of easy access to the Rum <br />River and hew, high-quality, recreation facilities, which <br />suggests that it is likely to attract more than usual visitation <br />from a somewhat larger service area. <br /> <br />3. User re~ords at Bunker Hills family campground show a <br />surprisinglnumber of year-after-year reservations for extended <br />visits, i.e., longer than a weekend, by campers from nearby <br />Minneapolis and St. Paul. People-are using Bunker Hills <br />campgroundlas a vacation destination rather than as a transient <br />campground. Hennepin Parks has observed the same kind of use at <br />Baker Park Reserve's campground, on Lake Independence. A Rum <br />River campground is likely to experience similar use. <br /> <br />While convgntional wisdom has held that park campgrounds will <br />attract users only if there is a swimming facility in the park, <br />this plan ~oes not call for swimming in Rum River Central RP. <br />The County provides easily accessed swimming facilities at nearby <br />Lake George RP (approx. 7 miles) on one of the best water quality <br />lakes in the TCMA, and at lightly-used Twin Lakes County Park <br />(approx. 8~miles). Warm weather canoeists on the Rum have more <br />than adequate opportunities to swim in the course of their day. <br /> <br />Figure III-1 shows the location of Rum River Central RP in Anoka <br />County and~depicts existing and proposed Regional, County and <br />large municipal (>75 acres) parks within the same 7.5 mile radius <br />used to shQw the park service area. Where known, existing and <br />proposed improvements are shown for each park. <br /> <br />Day use, "day camping" in most lexicons, continues to be a much <br />requested service for large out door recreation areas. In Rum <br />River Central RP, day camping can be provided at: <br /> <br />Reservable Picnic Shelters, (3) <br />Reservable "Group" Canoe Campsites, (4) <br />Reservable "Clustered" sites in the carry-in part of <br />the family campground. (4) <br /> <br />Consideration of a fully developed group camp area, with <br />overnight ~acilities, service buildings, etc. will take place if <br />future demand justifies it. <br /> <br />rrcmp-3 <br /> <br /> <br />
