MEMORANDUM

DATE: July 11, 1994

Park and Recreation Commission

CC:

FROM:

Parks/Utilities Supervisor Mark Boos
Con=unity Development Intern Heidi ?e~lsch
City Administrator Ryan Schroeder"X,/~ (,.//

RE: 1995- 2000 CIP

During the August Park and Recreation Commission meeting there will be a discussion regarding
amendments to the existing Capital Improvement Program [CIP]. Additionally, the Commission is
charged with adding the year 2,000 to this plan. In preparation for this discussion, I would like to
update you on issues related to this discussion.

RYAA Concerns/Baseball - Softball

On June 28, 1994, the Ramsey Youth Athletic Association addressed Council regarding
maintenance and development concerns in Central Park. Regarding development they estimated
that they will need 71 games slots in 1995, 82 in 1996, 91 in 1997 and I02 in 1998 for
baseball/softball. The current four-day schedule at Central, Titterud and Rivers Bend Parks allows
for 80. A five-day schedule would allow for 97 to 103. Adding lights to a field adds one slot per
scheduled day.

RYAA suggested buying the 35 acres east of Central Park [about $200,000]. It appears we could
fit five permanent baseball/softball fields, two soccer/football fields and parking on the expansion.

Soccer

The Anoka Soccer Association had 11 teams in I993, 16 in 1994 and they project 20 in 1995.
They have requested two more fields for 1995. Emerald Pond should be available and Titterud
could be used with the purchase of goals. A concern would again exist for additional fields in the
future.

Ramsey Elementary_. School

Anoka-Hennepin District #11 is just starting their site design process for the Ramsey Elementary
School expansion. Unknown at this time is the impact on any recreational facilities. Further, if
there is an impact if the District wilt be looking to the City for funding assistance.

Charles Horn P991

Starting about a year ago the City of Anoka began asking Ramsey for our level of interest in
contributing to rehabilitation of the existing outdoor pool. Undoubtedly, this issue will resurface.

WMMt Recregttional Area

In 1996 in the Marble District is shown $97,000 toward development of property north of the
landfill. With sale and development of land the City will own across 153rd from that future park,
the budget should be increased. Sale proceeds and park dedication should bring in $220,000. The
time frame, however, may be 1997 or 1998.

I
I
I

I
I
I
I
I
I
I
I
I
I
I

I
I
I
