Case # <br /> <br />RECOMMEND PARK DEDICATION FOR <br />TOWNHOUSES OF RUM RIVER HILLS <br />By: Parks/Utilities Supervisor Mark Boos <br /> <br />Background: <br /> <br />Mr. Wilber Dora and Mr. Tom Anderson are requesting preliminary plat approval for 12 <br />townhouses on on~ lot and one outlot, totalling 4.67 acres. The lots are the remaining developable <br />land in the Rum l~iver Hills Planned Unit Development (P.U.D.). The proposed density on this <br />4.6 acres is 2.6 ur~its per acre, which indicates a minimum park dedication due of $700 per unit. <br />(12 units + 4.6 acres = 2.6 units per acre), or $8,400. <br /> <br />Enclosed for your~infonnation: <br /> <br />Site location map <br />Sketch plan with topographical map <br />Staff review letter <br />November 1, 1994 Planning Commission case <br /> <br />Observation: <br /> <br />Ordinarily, one could use a factor of 3.1 persons per household to determine a rough population <br />estimate. If this were the case, we could expect a minimum of one child per townhome. The <br />developers, however, project buyers to be persons nearing the retirement age, or empty nesters <br />(persons who no longer have children living with them). <br /> <br />Currently, there is no active neighborhood park facilities within a reasonable distance of the <br />Townhouses of Kum River Hills. There is, however, the adjacent golf course and the Brookview <br />Park bordering the river to the northeast. Ultimately, given Urban densities, a neighborhood-type <br />park could be developed near the NSP power line easement along Germanium Street across from <br /> . [ <br />Brookwew Park; Probably of more benefit to this site, the adjoining properties, and the <br />community at large, would be to focus on safe pedestrian and bicyclist travel along State Highway <br />#47. Persons with children residing in the townhomes could purchase small residential play <br />structures for the younger children, while Brookview Park and other destinations off Highway <br />#47, such as Fox park, could fulfill the recreational needs of adult supervised and older children. <br /> <br />Recommendation: <br /> <br />Staff is recommonding that park dedication consist of trail construction on the east side of State <br />Highway #47 fr~rn 167th Avenue N.W. south to 164th Lane N.W. Trail construction along the <br />edge of the golf Course would appear to be compatible with the current use and may improve its <br />appearance and utility. <br /> <br />Assuming this park dedication scenario is acceptable, it would seem to be equitable because the <br />approximately 1 ~500 feet of paving at $5.00 per lineal foot would equate to a credit of $7,500 <br />towards the minimum $8,400 cash due. If the developers can demonstrate expenses up to or over <br />$8,400, there wo~ld not be additional cash due. <br /> <br />Recently, park dodication credit has not been awarded to bikeway/walkway projects when the path <br />is primarily tranSportational and the new development contributes towards its need. While the <br />townhouses contribute somewhat to this trails need, park dedication credit could be offered <br /> <br /> <br />
