1994 <br /> <br />COMMUNITY <br /> By: <br /> <br />DEVELOPMENT BLOCK GRANT <br /> Zoning Administrator Sylvia Frolik <br /> <br /> CASE # ~ <br />(CDBG) FUNDS <br /> <br />Background: <br /> <br />Basically, CDBG funds are limited to being used for projects that benefit the handicapped, senior <br />citizens and low~ income persons, and planning projects. The City of Ramsey's estimated <br />allocation for 199~4 CDBG is in the amount of $30,407.00. A public hearing will be scheduled for <br />Tuesday, January 25, 1994 for the purpose of receiving comments and requests for use of the <br />1994 CDBG alloaation. <br /> <br />CDBG funds are processed in 3 year cycles; 1994 is the 2nd year of a 3 year cycle and we <br />therefore may roll the funds over into 1995 if we have larger project in mind for that year. I should <br />also take this opportunity to remind you that each year we do a project, $1,000.00 is deducted <br />from our allocation for County administrative costs. <br /> <br />The project selection process proposed this year is a review of the 1994 allocation and possible <br />projects by the Finance Committee on January 18, a public hearing on January 25 conducted by the <br />City Council, and Council action on February 9 to allocate 1994 CDBG funds. For your <br />information purposes, a table of previous CDBG projects is enclosed. <br /> <br />Observations: <br /> <br />In 1993, the City rCouncil allocated $9,000+ of unspent previous CDBG funds for the purpose of <br />paving paths at Central Park to make the various activity areas more readily accessible to <br />handicapped and ~enior citizens. Approx/mately $19,000 is needed to complete the hardsurfacing <br />of the path systom at Central Park. If part of the work was done in-house (subcutting & <br />restoration), approximately $10,000 would complete the paving job. If subcutting and restoration <br />is done in-house, !it is likely that some other tasks scheduled for the 1994 season will have to be <br />sacrificed. <br /> <br />Some additional planning needs in addition to the updates of the land use and transportation plans <br />and shoreland re_g~alations are updates of the City's Storm Water Management Plan and topographic <br />mapping. The C~;ty En~neer estimates that the costs for these two tasks would be $20,000 and <br />$30,000 respective7 ly. The update of the storm water management plan is a requirement of Metro <br />Council. The to, graphic mapping will provide a tool to do the storm water management plan <br />update and general information that developers will fred useful in developing raw land. <br /> <br />In summary, the following is a list of potential or requested CDBG projects for 1994: <br /> <br />a) Central Park Paths - Option A (All work bid out) $19,000.00 <br />b) Cehtral Park Paths - Option B (Some work in-house) t0,000.00 <br />c) Topographic Mapping 30,000.00 <br />d) StOrm Water Management Plan Update 20,000.00 <br />e) Community Emergency Action Pro.return 2,000.00 <br />f) ARC of Anoka County 1,000.00 <br />g) Al~xandra House 3,000.00 <br />h) Ri.qe, Inc. 2,000.00 <br />i) Mc. als on Wheels 2,000.00 <br /> <br />In 1993 the City of Ramsey again allocated CDBG dollars for capital improvements and planning <br />projects, therein ~nfn-rning the City's position that it does not want to be a funding source for <br />human services offother programming. <br /> <br />3 <br /> <br /> <br />
