CITY OF RAMSEY ANOKA COUNT STATE OF MINNESOTA AMENDMENT TO CHAPTER 7 WHICH IS KNOWN AS THE LICENSING AND PERMITS CHAPTER OF THE CITY CODE. AN ORDINANCEi AMENDING CHAPTER 7, SECTION 7.61 ENTITLED "LAWFUL GAMBLING" OF ~HE CITY CODE OF RAMSEY, MINNESOTA The City of Ramsey Ordains: SECTION 1. This Ordinance is adopted pursuant to the authority granted by Minnesota Statutes, Chapter 349. et al. SECTION 2. AI~IENDMENT Section 7.61 of the Ci~ Code is mended to read as follows: 7.61.01 PUrpose The purpose qf this section is to regulate and control the conduct of lawful gambling pursuant to the provisions[of Chapter 349 of Minnesota Statutes. 7.61.02 Ad, option of Reference Chapter 349 of Minnesota Statutes is adopted by reference the same as if fully set forth herein. 7.61.03 Ntitice; Approval or Disapproval ~. The applicanf~ for a lawful gambling premises permit ("premises permit") within the City shall apply to the C~uncil in writing in the manner required by law for a premises permit at least 60 days before issuin~ or renewing the premises permit. Each application for a premises permit shall be approved or ~sapproved by the Council. 7.61.0 4 Lt~cation Lawful gambl~ng under license issued by the Minnesota Gambling Control Board ("Board") may be conducted ~nly at locations that comply with applicable zoning, building, fire and health codes of the City. ]~1 applications must be for a specific location with the exception of Class D (raffle only) Iicenses3 The following locations are considered unsuitable for gambling operations and any request for a premises perr~t at such a location will be rejected without clear and convincing evidence that such a location will not pose undue enforcement difficulties, lessen property values of adjoining properties, or Sxpose gambling to persons under 18 years of age: a. ~ Areas zoned for agriculture or residential use;. b. ~Locafions where the predominant clientele is under the age of 18 years. 47
