CASE # ~ <br /> <br />REPORT ON STATUS OF SOLID WASTE MANAGEMENT CHARGE TO <br /> ~ "EXEMPT" MUNICIPAL OWNED PROPERTIES <br /> By: Jessie L. Hart, Finance Officer <br /> <br />Background: ~ <br /> <br />During 1993 the ,~inoka County Board adopted an annual "solid waste management charge" which <br />is to be collected from substantially all property tax bills in the County. The "solid waste <br />management charl~e" was established to offset the funds that Anoka County expects to lose due to a <br />fee reduction paid[by the refuse haulers at the Elk'River Resource Recovery facility. The County <br />does expect, however, that the reduced dumping cost for haulers will result in lower garbage fees, <br />which in mm, sho{ald offset a portion of this new "solid waste management charge" <br />This charge will fond the County-wide Integrated Waste Management System which is designed to <br />protect the enviro/3ment through extensive recycling efforts, waste reduction, household hazardous <br />waste collecdons,ltree waste processing, yard waste composting, and waste-to-energy conversion. <br /> <br />This charge is ctirrently being assessed to all residential properties and those non-residential <br />properties that ha~/e an assessed value of $25,000 or more, regardless of the status of the property. <br />The impact on th~ City of Ramsey would be a cost of $1,083.84 which is spread between the city <br />hall property, pubiic works facilities, well pump house and Central Park which are all exempt from <br />general property ~xes and special assessments.. <br /> <br />On Thursday, Atiril 14, 1994 I was notified by a Ms. Wanda Brown that the County Board is <br />currently conside lng a 40% reduction in this charge to cities or exempt properties located within <br />Anoka County. This would reduce the amount being levied against City properties to <br />approximately $6 50. While the amount is not substantial, it was not budgeted for, therefore staff <br />has requested tha Anoka County provide us the informatiofi regarding the appeals process when <br />established.
