CASE <br /> <br />GENERAL DISCUSSION OF STREET LIGHTING UTILITY RATE <br /> By: Jessie L. Hart, Finance Officer <br /> <br />Background: <br /> <br />At the regular Cottncil meeting on May 24, 1994, you will be considering a petition from the <br />residents in Green IValley Estates Second Addition for the installation of subdivision street lights. <br />While the petition ~as submitted and is being considered pursuant to Chapter 8 of the City Code, it <br />is necessary that theCity consider the basis of a street lighting utility rate. <br /> <br />At present, the oOly street lighting charges that are billed are to residents located in urban <br />subdivisions that were platted after June 30, 1991, pursuant to Ordinance ~)1-10. This Ordinance <br />requires the developer to pay for the installation of the street lights and supply three years funding <br />for operations and ~aintenance charges as a subsidy to keep the rates charged resident down. <br /> <br />In the past, we did [not have the facilities to bill residents located outside of the urban service area. <br />Now that we have the ability to bill any type of service throughout the community, we can consider <br />petitions for subdi~vision lighting in rural subdivisions as well. This is the case of Green Valley <br />Estates Second Ad~lition. <br /> <br />The code does not currently deal with a street lighting utility rate. The attached proposed <br />amendment to Cha~ter 4 of the City Code would facilitate the request for subdivision street lighting <br />by the residents o~' Green Valley Estates Second Addition and allow the City to proceed with <br />similar request or ~rojects. <br /> <br />The Ordinance, as'~presented, allows the Council to establish the rate by resolution from time to <br />time, which is conlistent with recent revisions and re-codifications to the City Code.
