Based on the above calculations, if all priority arterial street lights arc installed, and 4,900 residential properties <br />are billed directly, the annual cost to each property would be $7.94, or approximately $2.00 per quarter. As the <br />City grows, so will the number of residential properties and the need for additional priority arterial street lights. <br />It is anticipated that the quarterly billing, in the amounts stated above, would continue to be sufficient to recover <br />the costs of installation. It may be necessary to adjust Lhis rate periodically if there is a significant increase in <br />costs for operation and maintenance. <br /> <br />An issue to be dealt with is priority arterial street lights in new subdivisions. It is staft's position that if a priority <br />arterial street light is in place when a new subdivision is plalmed, the need already existed. On the other hand, if <br />the creation of a new subdivision causes the need for the installation of a priohty arterial street light, thc developer <br />should pay for the installation and fl~rce years o1' operation and maintenance costs. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends implementation of the entire priority arterial street lighting progran~ and that this program be <br />financed through direct billings to all improved residential properties at an initial rate of $8.00 per year or $2.00 <br />per quarter.
