ASSESSMENT AGREEMENT AND CERTIFICATION OF ASSESSOR Exhibit A THIS AGREEMEN~i', made and entered into this ~ day of , 1994, by and between the ~CITY OF RAMSEY, MINNESOTA, a Minnesota municipal corporation having its principal office at 15153 Nowthen Boulevard N.W., Ramsey, Minnesota (City), and Sharp and Associates, Inc.,. a Minnesota business corporation having its principal office at 10907-93rd Avenue North, Maple Grove, Minnesota, 55369 (Developer): [ WITNESSETH: WHERE~S, the City is administering City Development District No. ] created pursuant to Minnesota Statutes, Sections 469.124 through 469.134; and WHEREAS, the City is administering Tax Increment Financing District No. 2 created pursuant to Minnesota Statutes, Sections 469.174 through 469.179; and WHEREAS, the parries have entered into a Contract for Private Development (Development Agreement), dated , regarding the development of certain real property located ~n City Development District No. 1 and T~L,¢ Increment Financing District No. 2 within the City a, nd legally described as Lot 1, Block 1, Ramsey 67 Industrial Park, Anoka County, Minnesota; and WHERE~S, it is contemplated that pursuant to said Development Agreement the Developer will construct the'rlmprovements described in such Development Agreement and shall complete them prior to Augtist 1, 1996; and WHEREA;S, the City and the Developer desire to establish minimum market values for said land and the Improvements to be constructed thereon (collectively, the Property), pursuant to Minnesota Statutes, Section 469.177, subdivision 8; and WHEREAS, the county assessor has reviewed the -plans and specifications for the Improvements which will be constructed. NOW THEREFORE, the parries do hereby agree as follows:
