There are two factors that would precipitate a change in the rate. The first is any change in the
funding level from the County would effect the ram charged to residents; the second is any change
in the rates from the hauler who provides the curbside service. We currently have a contract that
carries us to Juis' 1, 1995, with a six month extension clause at the same rate. We have no
indication what the price might be after that date. The rates will be reviewed periodically for
accuracy.

It is anticipated that this charge would be implemented beginning with the first quarter of 1995.
The bills for the £n-st quarter would be mailed in late April or early May of 1995. With this time
frame in mind, approval of this concept and rate now would allow sufficient notification to
residential properties affected, as well as adequate time to establish this line item on the billing
system currently handled by AEC.

Staff Recommendation:

Staff recommends implementing a recycling charge of $3.05 per quarter to be billed to all
residential properties in the City of Ramsey via the billing system currently provided by AEC and
that this rate be effective with the first quarter of 1995.

Committee Action:

Motion to recommend City Council approve/disapprove attached resolution setting the curbside
recycling rate at $3.05 per quarter beginning with the first quarter of 1995 and directing staff to
begin the conversion process and notification of AEC and all affected residential properties.

Reviewed by:

City Admirfisrrator
Finance Officer
Economic Development Coordinator

FC: 8/22/94

4
