CASE ~ <br /> <br />DISCUSS USE OF CITY OWNED AND OPERATED FACILITIES <br /> By: 3essie L. Hart, Finance Officer <br /> <br />3 <br /> <br />Background: <br /> <br />The attached let[er from Nancy Poland, Extension Co-Chaff for the Anoka Women of Today, was <br />received on July ?, 1994. ;Fhe letter was sent as a response to the manner in which the <br />organization, which is forming a Ramsey branch, would be "charged" if the>, utilized the MunicipaJ <br />Center as theft ~onthly meeting place. <br /> <br />The informarioniregarding use of the facility that was provided to the organization is as follows: <br /> <br />The orga~nization would be required tp pa), a,,$75.00 damage deposit fee. This fee would <br />continue, to roll forward to all future ' events unless a need for extra cleaning or damage <br />repair re*ulted after a scheduled event. An additional damage deposit would be required <br />only aft{r such an occurrence. The damage deposit would be fully refundable upon <br />termination of the organizations use of the Municipal Center as a meeting place. <br /> <br />The orga, nization would be required to pay a $15.00 dollar key deposit fee for each key <br />the3, require. This fee is refundable upon return of all keys issued or would be used to <br />replace k'eys that had been misplaced or lost. <br /> <br />The orga, nization would be required-to pay $20.00 per event for use of the Municipal <br />Center si~nce it would be made up primarily of Ramsey residents. This is to help cover the <br />cost of c _lt2.ning, upkeep and operating expenses for keeping the facility open during other <br />than regdlar business hours. <br /> <br />AB of the above policies are those that are smcfly applied to all organizations requesting use of the <br />Municipal Center and Park Center. The only exceptions that'are made is for senior citizens and in <br />the case of grou~s that are specifically youth oriented, for which the per event fee is waived. <br /> <br />The original policy for the use of the Municipal Center was developed and adopted in 1988 by <br />Resolution #88-~9. Tb2s policy der. ailed the Use and Priority of Use; Reservations; Fees and <br />Deposits; Hours of Use; U se of Furniture and Equipment; Smoking; Storage; Liabilit3, for Damage; <br />and Alcohol Us~ regarding the use of the Municipal Center. Attached for your reference is a cop5' <br />of that pol/cy, r <br /> <br />The original poliey states the following in regard to Fees and Deposits: <br /> <br />"In orderlto meet the maintenance costs which result from continued use of these facilities, <br />a per dayrnon-refundable fee is charged for all reservations of the Ramsey Municipal Center <br />except governmental functions and use by senior citizen groups." <br /> <br />The exemption for the senior citizens was a result of the funding that was obtained, and the <br />restrictions artacl~ed to that funding, for the remodeling and use of the now "seniors area" in the <br />lower level of tho Municipal Center. <br /> ? <br /> <br />During 1990, the Park Commission developed a set of policies.and procedures for the use of park <br />areas and facilidjes. The Ramsey .City Council accepted the policies and procedures as they had <br />been recommen,tted by the Comrmssion. Included in these policies and procedures was the <br />exemption for youth and youth organizations. The City also implemented this policy for the use of <br />the Municipal Center. <br /> <br /> <br />
