CASE REVIEW PROPOSED CHANGES TO THE FACILITY USE AND RENTAL POLICIES (MUNICIPAL CENTER AND PARK CENTER) By: Jessie Hart, Finance Officer Background: Based on discuss.ion surrounding this issue at the Finance Committee meeting on September 12, 1994, the attache~l policy has been drafted for your review and adoption. This policy mirrors the original resolutiog that established the policies in 1988, but has been updated as follows: l) References to specific levels of fees have been changed to say that these will be established by Council resolution periodically. 2) Allowances have been made for groups who wish to lease a facility for a 12-month time frame. Those groups would receive a 50% reduction of the normal event rate. 3) Re~ferences to "designated" smoking areas have been eliminated and refer to the "ni>n-smoking" status of the facilities. This policy will also include the Park Center building at Central Park, but will not change any policies currently lin place for use of other park facilities or fields. Attached is a copy of the application/lease form that would be used for the Municipal Center and Park Center upon adoption of this policy, with the changes noted above. The Schedule of Rates and Charges can be adjusted accordingly for 1995 for the change in policy and any changes i~ charges. It is anticipated that the review of the Schedule of Rates and Charges for 1995 will takeiplace at the October 25,1994 Finance Committee meeting. Staff Recommendation: Staff recommends Committee approval of the attached policy which would be effective for any events scheduled l~fter January 1, 1995. Committee Action: Motion to recommend Council adopt the attached policy with an effective date of January t, 1995.
