These projects are conducted with the City General Tax levy subsidizing
some project co~s with the primary funder being the benefitted property owner. Additionally, the
City has identifigd a need to cause all of the unpaved road surfaces to be paved in the near term.
Contemplated was an intensive three year program to ensure that the bulk of these road surfaces are
paved. It was ~xpected that the General Fund experience costs to fund unique expenses or
portions demongrating hardship. This program has been dropped from the plan at this point and
remains here as a future consideration.

Project Year Funding

Street Paving Program

Past -
2000

$ 210,000 - Assessment

Street Maintenance Program Annual

$100,000- Assessment
$100,000 ~ General Fund

$ 200,000
Annual Program

S-8 - Ramsey/Dayton Bridge

For a number of?ears metro agencies and area cities have been searching for a Mississippi River
crossing northw{st of the T.H. 610 bridge in Brooklyn Park/Coon Rapids and southeast of the
T.H. 101 in Elk River [in addition to the existing Anoka/Champlin bridge at T.H. 169 and'Ferry
Street]. Since th[e late 1980% the alignment of choice was in Ramsey halfway between County
Roads #56 and ~,83 aligning with an extension of Hennepin County Road #121 in Dayton. The
alignment is currently under review in both Ramsey and Dayton to the south. Once this alignment
is chosen [expect. ed during 1995] Ramsey should be prepared to acquire right-of-way, if need be,
to ensure a state ~f readiness when funding for the roadway/bridge becomes closer to reality and to
set aside the corri~dor to ensure it is not inappropriately developed.

project Year Funding

ROW Acquisition

2000 $ 50,000- MSA

$ 50,000
