Development District Act; provided, however, that such powers may only be exercised at the <br />direction of the City Council. No action taken by the Administrator shall be effective without <br />authorization by the City Council. <br /> <br /> The City does not anticipate the need to create an advisory board to advise the City Council <br />on the planning, construction or implementation of the activities and improvements outlined in the <br />Development District Program. <br /> <br />K. Rehabilitation. <br /> <br /> Owners of properties within Development District No. 1 may be encouraged to rehabilitate <br />their properties to conform to the applicable state and local codes and ordinances, as well as any <br />design standards implemented by the City. Owners who purchase property within the <br />Development District from the City may be required to rehabilitate their properties as a condition of <br />sale. The City may provide such rehabilitation assistance as may be available from federal, state or <br />local sources. <br /> <br />L. Description of Development District. <br /> <br /> Lists of the properties included within Development District No. 1 were attached to the <br />Program documents adopted on August 27, 1985, and on June 30, I986. A list of properties <br />added to Development District No. 1 was included in two modifications to the Development <br />Program adopted March 29, I988. These lists are incorporated herein by reference. No additional <br />property is being added to Development District No. 1 as a result of this modification. A map of <br />the approximate boundaries of Development District No. 1 is included in Exhibit A hereto. <br /> <br /> <br />
