Create a desirable and unique character within Development District No. 1 through <br />quality land use alternatives and design in new and remodeled buildings. <br /> <br />Through the sale of bonds in 1987, the City has provided funds for certain site improvements, <br />including ponding for storm water management, soil correction, landscaping, fencing, security <br />lighting and site grading within the Development District. The City has made public improvements <br />in the form of streets and an extension of water and sanitary sewer to a portion of the Development <br />District designated for industrial development. In addition, the City constructed a well and water <br />storage facility within the Development District for public use, primarily serving properties within <br />TI1~ Dislrict No. 2. <br /> <br /> The City plans to construct improvements of Front Street within TIF District No. 4, <br />including storm drainage, sanitary sewer, and water improvements. In addition, the City will fund <br />site improvements for a commercial development (Anoka/Ramsey Sports Center) within TIF <br />District No. 4. <br /> <br /> Within TIF District No. 1, the City will fund park improvements in the River's Bend <br />development, and site improvements associated w/th the Rum River Terrace Apartments. <br /> <br /> The City further plans to fund extension of water and sewer for residential development <br />within T[F District No. 5, with costs paid by special assessments and tax increment. In addition, <br />the City plans to fund site improvements (ParaBody, Inc.) and streets and utility construction, <br />within TIF District No. 2. <br /> <br /> The City also plans to provide funding for the improvements of the extension of City water <br />and sewer and street improvements for residential and commercial development to the property to <br />be developed as Sunfish Square Addition. The City may also provide funding for future <br />improvements to the utility systems located in this district These improvements are intended to be <br />funded by both special assessments and Tax Increment Funds. <br /> <br />D. Environmental Controls. <br /> <br /> It is anticipated that no development within the Development District will present major <br />environmental concerns. All City actions, public improvements and private development will be <br />carried out in a manner which will comply with applicable environmental standards. <br /> <br />E. Open Soace to be Created. <br /> <br /> Any open space within the Development District will be created in accordance with the <br />development controls of the City. <br /> <br />F. Public Facilitie~ to be Constructed. <br /> <br /> Public facilities consU'ucted within the Development District will be financially feasible and <br />compatible with the City's long range development plans. Public improvements constructed or <br />proposed within Development District No. 1 include ponding for storm water management, soil <br />correction, landscaping, fencing, security lighting, site grading streets, a well, a water storage <br />facility, extension of water and sanitary sewer to an area designated for industrial use and to an <br />area designated for residential use, street, sewer and water improvements along Front Street and <br />within TIF District No. 2, and park improvements. The extension of public facilities and site <br />improvements will include the area to be comprised of the Sunfish Square Addition. <br /> <br />5 <br /> <br /> <br />
