To facilitate the highest and best use of land north and south of TH-10. To develop Co. Rd. 116 as the city ',vide east-west collector road,,my north of'II-I-10. To meet all federal, state and regional government requirements in locating and constmc~ng the Mississippi River Bridge. To minimize the potential impact any Mississippi River bridge crossing may have on the natural and built environments. CiD' of Rasnscy Proposed Criteria for Mississipl)i River Bridge Any Mississippi River bridge crossing should attempt to mimmize the environmental impacts on the Mississippi River specific=lly and its surrounding environs and "built environment" in general. Any Mississippi River bridge crossing should minimize the need for Right-Of-Way (ROW) acquisition. Any Mississippi River bridge cross/ng should minimize the potential to impact the ex/sting railroad corridor. Any Mississippi River bridge crossing should minimize impact on ex4sting residential neighborhoods. Any Mississippi River bridge crossing should temmmte ar an cast-west collector road in the City of Ramsey. Any Mississippi River bridge crossing should be built fi-om a source of muldjurisdictional funds. Any Mississippi River bridge crossing should attempt to incorporate a north frontage road along TH-10. Note: Discussion in April resulted in agreement that the criteria should be revised to indicate that a) a primary focus should be a bridge's effect on Hwy. 10 and b) development potential of lands along a bridge road should be considered a positive impact that can mitigate negative impams.
