EXECUTIVE SUMMARY <br /> <br />Based upon a premise of amending the Kamsey Comprehensive Plan, the Planning Commission <br />has been reviewing land use and transportation alternatives for several areas of the city. RLK <br />Associates and BIKO Associates have been assisting the Commission in a process that began <br />with a review of previous planning documents in January 1994. A subcommittee of the <br />Planning Commission was formed and land use and transportation alternatives were discussed <br />pertaining to the City in general and the Hwy. 10 corridor specifically <br /> <br />Between January and March the consultants worked with the subcommittee on alternative land <br />use scenarios, transportation corridors, and potential bridge locations. The subcommittee met <br />with the consultants and City staff'on a monthly basis and the results of the study were <br />presented to the full Planning Commission on April 21, 1994. The Commission requested <br />modifications to the alternatives and a second review prior to forwarding any recommendations <br />to the City Council. <br /> <br />On May 19 the Planning Commission reviewed the land use and transportation alternative <br />scenarios for a second time. The Commission then directed the consultants to prepare a final <br />set of alternatives and recommendations to be presented at a joint meeting of the Commission <br />and City Council. The Commission also directed staff and the consultants to confer further <br />and, if desired, prepare an additional alternative to reflect any issues that stafffelt may require <br />further attention. <br /> <br />This report comprises the eight alternatives that have evolved out of the planning process. <br />These alternatives are intended to form the foundation of amendments to the City of Ramsey <br />Comprehensive Plan. <br /> <br />Alternatives recommended to the City Council by the Planning Commission include: <br /> <br />Figure I <br />Figure 2, option C <br />Figure 3 <br />Figure 7 <br /> <br />Each of these recommended alternatives are explained further in this report. The other <br />alternatives for the Hwy. 10 corridor-Figures 4, 5, and 6-are not recommended by the <br />Planning Commission. They are presented and explained in this document to provide <br />background information. <br /> <br /> <br />
