MEMORANDUM <br /> <br />DATE: <br /> <br />September 1, 1994 <br /> <br />TO: <br /> <br />Planning Commission <br /> <br />FROM: <br /> <br />Economic Development Commission <br /> <br />SUBJECT: <br /> <br />Land Use Plan Update <br /> <br />As we discussed at our July 6, 1994 meeting, concerning the proposed land use plan update, the <br />Commission has developed the following recommendations as to the proposed plan: <br /> <br />1) <br /> <br />The preferred alignment for the bridge is the easterly alignment as it allows for the greatest number <br />of positive developmental possibilities in the City. However, the proposed plan should allow for <br />both possible bridge alignments with the land use being the same regardless of the final location of <br />the bridge. The City's planning should be based upon the very real possibility that the river <br />crossing may never become a reality and, if it does, it may be more than 20 years in the future. <br /> <br />2) <br /> <br />The land uses should be general and similar to those shown as Figure 7B, as this will allow for <br />property owners to plan; and yet allows the final use (i.e. office building versus retail) to be <br />market driven. <br /> <br />3) <br /> <br />4) <br /> <br />This document should be used as a planning tool and not the zoning map for the City. <br /> <br />The City should review the future need and continue planning for the ability to provide a north- <br />south collector to facilitate the possible traffic from a bridge crossing. The need for this connector <br />may be shown by the high traffic counts on Highway #169/#101 and Highway #47. <br /> <br />5) <br /> <br />The final map should address areas that have a high probability of being used for a higher density <br />of residential housing. The text should ',dso indicate that the multi-family homes would be used to <br />buffer the single-family homes from major thoroughfares and commercial/industrial areas. The <br />amount of property included for multi-family homes should allow for a maximum of 70 percent <br />single-family to 30 percent multi-family split of total housing units available. <br /> <br />6) <br /> <br />Both of the currently proposed bridge alignments should be shown on the map. The preferred or <br />easterly alignment should be indicated as such with the westerly alignment shown to a lesser <br />degree. The text and the legend of the map should indicate that these are possible alignments and <br />will be adjusted as the final alignment is chosen. The roadways attaching either of these <br />alignments should be shown on map. However, they should be identified as something other <br />than definite roadways, so that property owners and residents do not misinterpret that a roadway <br />will be located there. <br /> <br />7) <br /> <br />The interchange of the bridge roadway and County Road #116 needs to be addressed to prevent <br />the same type of traffic flow problems that exist in Anoka at the Ferry Street and Main Street <br />intersection. <br /> <br />You should review these recommendations and comments on the proposed land use plan prior to our joint <br />meeting in September. If you have any additional comments and/or suggestions, or require clarification <br />please contact a member of the Economic Development Commission. We have also included a new map <br />for your review based upon these suggestions. This map will also be forwarded to both the Planning <br />Commission and the City Council and will become Figure 7B. <br /> <br />Thank you in advance for your prompt attention to these matters. <br /> <br /> <br />
