COMPREHENSIVE PLAN, 19 8 0 <br /> <br />The City's 4980 Comprehensive Plan was prepared in response to <br />the Minnesota Legislature passing the Metropolitan Land Planning <br />Act (MLPA) ~n 1976. The MLPA required all local governments in <br />the Twin Ci~ies Metropolitan Area to prepare a comprehensive plan <br />and that th~ elements of this comprehensive plan needed to be <br />consistent ~ith the regional plans prepared by the Metropolitan <br />Council. ~ <br /> <br />The 1980 Comprehensive Plan was a massive undertaking. It <br />encompassed~over~ 100 pages of text, 20 tables of data and 14 <br />maps. The ~lan was divided into three basis sections: land use; <br />public facil!ities; and implementation. This summary of the 1980 <br />plan will on3y include the land use component. Figure 3 <br />identified ~he zoning and land use plans of the 1980 <br />comprehensiv~ plan. <br /> <br />Identified ~Ssues <br /> <br />1. Past planning efforts in Ramsey have not included a <br /> traditional "timing element" nor a program for staging <br /> advancei of residential, commercial, or industrial <br /> development. <br /> <br />2. Ramsey ~resently has no land use plan, and relies on the <br /> zoning 9rdinance to prevent premature urban development. <br /> <br />3. The existing zoning ordinance does not provide for Planned <br /> Unit Deyelopments (PUD's). The Urban Development Permit <br /> allows clustering of housing units, 'and site plan services <br /> for commercial or industrial development. It does not, <br /> however} encourage innovate design or preservation of <br /> natural~amenities. <br /> <br />The city of Ramsey has only scattered pockets of prime <br />agricultural and farm land of statewide importance. <br /> <br />Most residential development is scattered throughout the <br />City. <br /> <br />Much of the commercial and industrial development along TH <br />10 occurred prior to any development controls.
