COMPREHENSIVE PLAN AMENDMENT, 1989
The City of iRamsey proposed as part of this plan amendment to
realign the ~1990 Metropolitan Urban Service Area (MUSA) by
removing 169 acres and adding 163 in another part of the City.
The area re~ved from the MUSA included residents who did not
want to receive urban services. The 163 acres added to the MUSA
allowed for ithe development of approximately 342 lots in four
subdivisionS: Windemere Woods, Cedar Hills, Chestnut Hills and
Juniper Ridge. Figure 4 identifies the area included as part of
the 1989 pl~n amendment area.

The City experienced steady residential growth in the 1980's,
with acceleriated growth in the latter part of the decade. Urban
services suoh as municipal sanitary sewer and water had only been
available Sl~Ce 1985. By 1989, approximately 55 percent of the
residential ~lots developed were in the non-sewered area and 45
percent wereI in the urban area. The City stated as part of its
1989 plan amendment that less than one year supply of available
land remaine~ in the MUSA and an adequate supply of residential
land must be~available to encourage development in the MUSA.

Other goals End policies achieved in this plan amendment
included: ~

1. Provideia variety of housing opportunities within the
community in terms of development patterns, land use, and
living ~tyles.

2. Encourage growth within the urban a~ea by providing quality
development opportunities. At the same time, development
pressures within the rural area may be reduced.

3. Enhanceithe City's economy by providing a growth oriented
environment which encourages development in an orderly
manner.

4 o

Capture~some of the urban development activity occurring in
communities outside of the seven county area due to the
leap-frOgging caused by restricted development opportunities
on the fringe of the Metropolitan Region.

Working aper #1
City of $amsey Comprehensive
Land Use ?Element

Plan Update

13
