Biko
AssoCiates

DATE: ~January 20, 1994
TO: iCommissioners David Bawden, Benjamin Deemer, and Terry Hendriksen
!Steven Jankowski, City Engineer
i William Weber, BRW, Inc.
!Steven Schwanke, RLK Associates
FROM: iWilliam Smith, Biko Associates
I~.E: {Discussions with Neighboring Communities

This men~orandum documents discussions with staff from the Cities cffAnoka, Dayton,
and Elk ~River on transportation plans that affect Ramsey. Tl~e memorandum has
been pre~ared to facilitate discussion at the study committee meeting on Wednesday,
January .~6.

c Ty on A O ,A

The City ~f Anoka is about to complete a land use and economic feasibility study for
the 300 ~res that border RamseY. The boundaries for the study are the city limits
to the we[~t, CR 116 to the north, the Mineral Pond subdivision to the east, and the
Burlingto~ Northern Railroad right-of-way to the south. McKinley Street runs
east/west!approximately 1/8 mile north of the r~ilroad right-of-way and is constructed
from TH//7 to the western edge of the subdivision.

The stud~
Residenti
schedulei

Based on
extencl~n
Ramsey.
for indusl
access to

' is being conducted to determine appropriate zoning for the study area.
fl, office, and industrial zoning are e~/~h under analysis. The study is
to be completed and adopted by mid-spring or early summer.

expected study outcomes, the City of Anoka will not be interested in
McKinley Street to the west to link with a Mc~b~ley Street alignment in
[here is consensus that the westernmost study area parcels should be zoned
cial development, and it is anticipated that the industrial users will want
;he railroad right-of-way. An extended McKinley Street alignment would

prevent t] ~e direct access the city feels would be needed to market the parcels. (See
the draft study area map that has been attached to this memorandum.)

Th~ map ~so shows the McKinley Street alignment that is under consideration for the
study areh. It would essentially follow the western edge of the subdivision before
intersecting Thurston Avenue south of CR 116.

CITY OF! DAYTON
,
The C~typf Dayton has formed a task force to study the bridge location ~ssue and
recommer~d a course of action. Thus far the task force has received input from the
City of Ra/nsey, Anoka County, the Met Council, and Mn/DOT. Because the issue is
so contxo~ersial in Dayton, a number of citizens have also attended task force
meetings ~nd have become involved in the study process.
