The Puma Street alignment would <br />b~' the most likely crossing point in Ramsey, if the CR 13 alignment were <br />i~hplemented. <br /> <br />CITY OF ELK RIVER <br /> <br />The City of Elk River is in the process of updating its comprehensive plan. The <br />transportation element of the plan update has already been completed. Once the land <br />use elen~ent is completed, the entire plan update will be presented to the Council for <br />adoption'i Completion and adoption are expected by late spring or early summer. <br /> <br />Two co _n~mercial developments have recently been approved in Elk River, and market <br />studies f~r the developments included the City of Ramsey. Road connections between <br />the two ~ities, however, are few and routes to the approved devel°pment sites from <br />Ramsey late indirect. There are three road connections between Elk River and <br />Ramsey:I!81st Avenue, 165th Avenue, and Jarvis Street from 165th Avenue to TH 10. <br /> <br />Elk Riv~'s plans for road system improvements do not focus on the area along its <br />eastern ~order with Ramsey. Most of'its improvements have been identified to serve <br />the area~ where residential development has occurred, along TH 169. Elk River's <br />major coi~cern is to develop arterials and collectors that will allow east/west travel <br />across th~ city without having to pass through the downtown area. <br /> <br />Under a 'proposal initiated by the City of Ramsey several years ago, Jarvis Street <br />would be identified as an MSA street, and Elk River and Ramsey would share the <br />expense if improving Jarvis Street, which is the boundary between the two cities. <br />Jarvis St ~eet, which exists today as a two lane street, would then serve as a major <br />route bet'~veen Elk River and Ramsey. Elk River rejected the proposal because the <br />cost of in italling a traffic signal at the Jarvis Street/TH 10 intersection would be its <br />sole respl.msibility. ~ 9. ~ Or <br />Elk River's transportation plan identifies the need to~ignalize the intersection of <br />165th au~ TH 10. This intersection is approximately~ west of the Jarvis <br />Street/TH 10 intersection and serves an industrial/employment center.
