Bikol <br />AssoCiates <br /> <br />DATE: March 2, 1994 <br />TO: Commissioners David Bawden, Benjamin Deemer, and Terry Hendriksen <br /> Steven Jankowski, City Engineer <br /> William Weber, BRW, Inc. <br /> Steven Schwanke, RLK Associates <br />FROM: William Smith, Biko Associates <br />RE: Discussions with Neighboring Comm~mlties <br /> <br />This mezaorandum documents discussions with staff from the City of Andover and <br />Anoka C~)unty on transportation plans that affect Ramsey. <br /> <br />CITY O]~ AN'DOVER <br /> <br />The City iof Andover completed its comprehensive plan update in 1991. The plan's <br />transporl ation element addressed the lack of east/west roads across the City and the <br />flow of tr ~ffic from residential developments in the north to TH 10. <br /> <br />As showr~ on the map on the next page, proposed additions to the City's collector <br />roadway ~ystem include the following: <br /> <br />· Ct, 158 (165th Avenue) between CR 58 (Valley Drive) and Tulip Street <br />· 14 ~th Avenue between CSAPI 9 (Round Lake Boulevard) end Crosstown <br /> Bc ~levard <br />· Tkie roads that are north, east, and south ~f the City office building. <br /> <br />The area Of concern relative to the City of Ramsey is the northwest corner of Andover. <br />No road~ ay improvements are proposed or planned for this area. This is an area <br />where re~ [dential development is anticipated to occur in the near ~uture. The area is <br />currently served by 165th Avenue and CSAH 7 (Roanoke Street). CSAH 7 crosses the <br />Rum Rive r and extends north to the City of Oak Grove. After crossing the river, <br />CSAi~P~ il Ltersects CSAH 27 (179th Avenue) to provide access between northwestern <br />Andover nd northeastern Ramsey. <br /> <br />The potential for an additional Rum Pdver crossing between Andover and Ramsey was <br />looked up~n~ positively by the City pl~==er (Dave Carlberg) and negatively by the City <br />engineer ~Todd Haas). Mr. Carlberg felt a ]ink to 165th Avenue would have been <br />ideal, but~ 165th Avenue bridge alignment would impact residential development in <br />both cities. <br /> <br />An alignment along 159th Avenue in Andover was also felt to be a likely location. <br />This brid,e alignment would impact the northern, edge of the Boy Scout site in <br />Ramsey..~his alignment was considered because it is.approximately half-way between <br />the CR 11~ bridge and the CSAH 7 bridge. <br /> <br /> <br />
