1980 COMPI~HENSIVE PLAN

The 1980 Comprehensive Plan was published in response to the Metropolitan Land Planning
Act of 1976, whic~ required all municipalities in the Twin Cities metropolitan area to prepare
new or revise existing comprehensive plans.

IDENTIFIED ISSUES

Thoroughfares:

Major thoroughfare-related, transportation planning issues addressed in the 1980
Comprehensive Plan included the following:

· Lack of a~lequate east/west roads in Ramsey. County Road (CR) 63 (Green Valley
Road anc~ 175th Avenue), Industry Avenue, and Trunk Highway (TH) 10 were
identified ias the only three east/west roads. The Plan commented on the lack of CR
63 contin~ity and its indirect east/west routing.

Capacity Constraints were identified on TH 47, a north/south road near the eastern
edge of th~ City. The "S" shaped curve by the Burlington Northern Railroad right-of-
way was aited as the cause of the capacity constraint.

Four TH 10 issues were identified:
- AbSence of service (frontage) roads along TH 10
- AbSence of collector roads south of TH 10 to serve the area between TH 10 and
the Mississippi River
- ExCessive number of uncontrolled access drives onto TH 10, which have been
th~ sites of traffic accidents, including several fatalities
- Need for more extensive traffic signalization on TH 10

Location of environmentally sensitive areas (wetlands) throughout the City, which
inhibit continuous and direct road alignments. It was mentioned in the Plan that
where streams or rivers axe to be crossed, bridges should be designed so as to allow
enough clearance for trails to pass beneath them.

Constructing surfaces (bituminous or concrete) for subdivision streets was not required
just
priori to the Plan's preparation in 1980. Therefore, a number of subdivision
streets w{ire identified as needing surfaces.

Working Paper #1
City of Ran~ey Comprehensive 'Plan Update
Transportation Plan Element
Page 2
