CASE <br /> <br /> ELECTORAL PROCESS <br />By: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />During the past Year, the Commission has discussed the merits of changes in the election process <br />in Ramsey. ShoUld the community continue as an "at-large" electoral system or should candidates <br />for local offices h~e elected by awards? Would them be benefits to providing for a primary election <br />prior to the gener,~l? <br /> <br />Enclosed are the ~lection results for the 1990, 1992, and the recent 1994 elections. <br /> <br />In 1990, five persons were running for Council, with the winners receiving 33.4% and 24.8% of <br />the vote. In 199~2, eleven persons were running for two Council seats. The winners received <br />26.2% and 21.5°~ of the vote. In 1994, the winners among nine candidates received 25.0% and <br />14.5% of the vot& <br /> <br />Of the Mayors' races over the three elections, one was uncontested, 1992. In 1990, the winner of <br />two candidates r~ceived 59.7%. In 1994, three persons ran for the office.
