J. Adminisiration of Development District. Maintenabce and operation of the public improvements will be the responsibility of the Administrator of Development District No. 1. Each year the Administrator will submit to the City Council the mairitenance and operation budget for the following year. The Administrator will administer the Divelopment District pursuant to the provisions of §469.131 of the Act provided, however, tl~at suc~ powers may only be exercised at the direction of the City Council. No action taken by the Adrnl~nistrator shall be effective without authorization by the City Council. The City ~oes not anticipate the need to create an advisory board to advise the City Council on the planning, c~onstruction or implementation of the activities and improvements outlined in the Development Dis~ct Program. K. Rehabili~[ation. Owners o~properties within Development District No. 1 may be encouraged to rehabilitate their properties to, conform to the applicable state and local codes and ordinances, as well as any design standard~ implemented by the City. Owners who purchase property within the Development Dis~ct from the City may be required to rehabilitate their properties as a condition of sale. The City mO provide such rehabilitation assistance as may be available from federal, state or local sources. L. Description of Development District. Lists of th~ properties included within Development District No. 1 were attached to the Program documefits adopted on August 27, 1985, and on June 30, 1986. A list of properties added to Develot~ment District No. 1 was included in two modifications to the Development Program adoptediMarch 29, 1988. These lists are incorporated herein by reference. The additional properti~es being added to Development District No. 1 as a result of this modification are listed below. Beginning Bt a point at the southwest comer of Anoka County Highway Right-of-Way Plat #8 for CouOty Road #116 which intersects the center line of Anoka Right-of-Way plat #16 which is Qounty Road #56. Thence north 88 degrees, 20 minutes 36 seconds east a distance of[60 feet to the point of beginning. Thence easterly along the southern boundary of Anoka ~ounty Highway Right-of-Way plat #8 to the easterly line of the northwest quarter of S~ection 27; thence southerly along the easterly boundary of the northwest quarter of Section ~27 to a point intersecting with the southern boundary of Section 27. Thence westerly aI, x>ng said southerly boundary of Section 27 to a point intersecting with the northern right-of-way of the Burlington Northern Railroad.
