URBAN DEVELOPMENT <br /> <br />Urb~ lots first became available in 1985, after a 1984 plat approval. <br /> <br />Histo~rically between 1985 and 1992, urban residential building permits have <br />averaged about 30% of total home construction. The percentage of urban <br />construction increased to 70% in 1993, and during 1994, it is projected that 77% of <br />the n~w homes constructed will be in the urban area. <br /> <br />Urbaa construction activity has increased, subsequent to platting activity. Plats <br />were i-ninimal during the years 1987 to 1989. Hence permits were down in the <br />years !1989 to 1991, as new plats were not available and lots had dropped from a <br />1986 high of 288 to a Iow in 1989 of 102. <br /> <br />In yea.rs of lesser lot availability, permits have averaged about 20% of total lots. <br />This l~vel has increased to between 35% and 48% in years of high availability. <br /> <br />As of ~January 1, 1993, Ramsey had 260 available urban lots after 104 building <br />permitis during 1992. Availability is projected to be 142 lots as of January 1, 1993. <br />Prior t~ 1992, Ramsey had experienced 321 total urban building permits. With the <br />availal~le lots, plus future subdivision phases known as of 11/1/94, 1,092 total <br />structui'es are contemplated in the urban area (within existing subdivisions or future <br />phases!thereof). <br /> <br />A significant number of lots became available in 1992, thereby increasing permit <br />activity. This trend is expected to continue in 1993 and 1994, with the Wood Pond <br />Project,s and adjacent properties along County Road #5 and northeast of County <br />Roads #116 and #57; also the Rivenwick subdivision south of State Highway #10 <br />east of {County Road #56. Without additional MUSA expansions, only in-fill land <br />should be available after 1994. Permit activity should therefore begin to decline in <br />1995, arid beyond, void of additional platting. <br /> <br />By the end of 1993, only 35 vacant, residentially-zoned acres remain in the MUSA. <br />By the dnd of 1994, no vacant residentially-zoned acres existed in the MUSA. <br /> <br />By the end of September 1993, the City had issued more urban building permits <br />than ant other year. By the middle of October, the City had issued more total <br />buildinglpermits than in any previous year. <br /> <br />The average 1994 building valuation of a new home in Ramsey, as of November 1, <br />1994, wis $100,197, compared to $101,432 for 1993, and $91,523 in 1992. <br /> <br />The proposed 1995 MUSA expansion will allow for an increase of 311 acres <br />currentlj zoned for residential development. This acreage expansion should allow <br />for a 6-year supply of lots. <br /> <br /> <br />
