0 <br /> <br />Grading & Drab~age Plan <br />Landscape Pkm <br /> <br />The development of the 12 townhouse units on the property ,,,,'ill actually be a decrease in the <br />density originally approved at the sketch plan stage of the 1984 PUD from 1 unit per 2.6 acres to 1 <br />unit per 4.5 acres. <br /> <br />Even with sanitary, sewer and municipal water, the density of 30-40 units originally approved at the <br />sketch plan stage is not appropriate in this area immediately adjacent to single family homes. <br /> <br />There is the opportunity to enhance existing development and the value of neighboring single <br />family homes by approving 12 townhomes now rather than being obligated to allow the <br />development of 30-40 condos or apartments in the future. <br /> <br />With the development of the townhomes, the density will still be less, 1 un/t per 4.5 acres, than the <br />approved density for a similar PUD in Ramsey with a golf course, 1 unit per 4.25 acres. <br /> <br />The development of the remaining outlot and lot with 12 townhomes will exhaust the subdivision <br />of developable land and bring final closure to the PUD. <br /> <br />As you will note in the City Staff review letter, there were concerns with soils and drainage in the <br />area and the design of the septic systems. Since the issuance of that review letter, the developer <br />has submitted a revised gading and drainage plan that meets with the City Engineer's approval and <br />also provides for a sedimentation basin and an erosion control plan. The developer has also <br />submitted septic system design plans that have been reviewed by the City Engineer and City <br />Building Official. Minor modifications were recommended by Staff and are being incorporated. <br /> <br />In accordance with the review letter, the developer also submitted a Landscape Plan that proposes <br />to establish a berm planted with trees between the townhouses and several adjacent homes to the <br />west. No other landscaping or screening is proposed. As with all other plats, the development <br />ageement will require the planting of one 2-inch diameter tree (or equivalent thereof) for each of <br />the twelve units in addition to the landscaped berm. <br /> <br />The townhouses are proposed to be served by a private road. Although the City is not the <br />enforcing agency, the City will be requesting to be provided with a copy of the covenants for <br />future reference and to ensure adequate attention is given to the details of how the private road will <br />be maintained and the course of action in the even of septic system failures. <br /> <br />It has been determined that park dedication will be satisfied by a cash payment. <br /> <br />Recommendation: <br /> <br />City Staff is recommending preliminary pIat approval. <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny the preliminary plat for Townhouses of Rum River Hills in accordance with <br />the with City Staff Review Letter dated October 27, 1994. <br /> <br />Review Checklist: <br /> <br />CC: <br /> <br />City Administrator <br />City Engineer <br />Building Official <br />Parks & Utilities Supervisor <br /> <br />12/13/94 <br /> <br /> <br />
