We offer the following comments: <br /> <br /> 1. ~ The subject property, which is a part of Rum River Hills, is zoned Planned Unit <br /> Devel( )merit (PUD). The PUD was approved in 1984 for the development of single <br /> family lomes and a public golf course. The proposed tov,,nhouse site was conceptually <br /> approv'-.d in 1984 for the development of 30-40 multi-family units at the time municipal <br /> water ind sanitary sewer become available to the property. The townhouse site is also <br /> locate~ iin the Rural Transition District which restricts densities to 4 units in 40 acres. The <br /> develc er is requesting that the City deviate from th.e requirement for city utilities and the 4 <br /> in 40 ensity rule to bring closure to the development of the PUD and permit the <br /> devel, merit of 12 versus 30-40 units. <br /> <br /> Densitf': The proposed preliminary plat consists of approximately 4.65 acres to be <br /> develoI ed with 12 townhous¢ units. The 30 to 40 multi-family units conceptually <br /> approw d at the time of PUD approval would result in an overall PUD density of 1 unit per <br /> 2.6 acres. The reduction to 12 units for the multi-fan'fly portion of the PUD would <br /> decreas~ the overall density to 1 unit per 4.5 acres. <br /> <br />3. Access .~o Plat and Streets: The townhouse units are proposed to be served by a private <br /> road thzft will receive access off of Iodine Street N.W. A private road is acceptable to the <br /> City as !here is not a sufficient amount of area to develop 12 townhomes on a public road <br /> with th~necessa, ry right-of-way to meet City standards. <br /> <br />4. wetlands: The National Wetland Inventory map identifies a wetland adjacent to the pond <br /> located ~.long the northeast boundary of the site. The extent of the wetland shoulld be <br /> delineat{d and identified on a revised grading and drainage plan. <br /> <br />5. .Soils: ~oils within the area can var)' greatly within short distances. The SCS soils map <br /> indicate~{ that both Dalbo and Dickman soils might be expected. Dickman soils consist of <br /> sandy ld}ams having slight limitations for soil absorption fields and dwellings with <br /> basements. Dalbo soils include silty loams and silty clay loams which have severe <br /> limitatio.~s for soil absorption fields and moderate limitations for foundations. <br /> <br /> <br />
