MN DNR 1994 CHALLENGE GRANT <br /> <br />I. Project Description <br />This proposal is for year two of continued development of a comprehensive community forest <br />management plan for the City of Ramsey. Year one resulted in a tree cover type map including oak <br />wilt infections marked, and a species inventory. Also, new development agreements include pilot <br />requirements for tree conservation and planting, and two additional City staff Mil be certified tree <br />inspectors in Spring 1994. <br /> <br />The purpose of this project is to: <br /> <br />2. <br />3. <br />4. <br /> <br />5. <br /> <br />Apply tree cover and inventory data to enhance current programs. <br />Develop a tree conservation ordinance with reforestation fund. <br />Outline both a short and long-range city tree planting plan. <br />Provide and develop computerized City maps for these forestry applications. <br />Develop capability to do site specific recommendations. <br /> <br />The goal is to contract for program development and forest plan recommendations with a <br />private forestry company to enhance the existing programs to efficiently incorporate <br />program g-u.idelines developed in year one. This will include an aerial 35mm survey in the <br />summer for: a) update in year one forestry plan, b) review for new disease problems, and <br />c) enter 1993 and 1994 data to existing forest cover overlay (to be digitized for use in <br />computerized mapping system). Grant $1200 In Kind $1800 <br /> <br />The goal is to apply tree cover and inventory data to develop and implement tree <br />conservation ordinance for new developments. Consultants will make recommendations <br />and provide field training for three City tree inspectors, and add ground proofing with <br />inspections to Ramsey forest cover mop. Grant $800 In Kind $1200 <br /> <br />A draft tree planting proposal for the City will be prepared by consultant and City staff by <br />species, ratios of species and consultant's recommendations for a tree cover goal in both <br />short and long range for Council's consideration. G~ant $500 In Kind $500 <br /> <br />Purchase software and contract for digitizing City map, preparing and digitizing the forest <br />cover overlay; soil type, zoning districts, wetlands, shoreland, and existing uses.
