Background: <br /> <br />CONCEPT APPROVAL/OPTION AGREEMENTS <br />By: Ryan Schroeder, City Administrator <br /> <br />CASE # <br /> <br /> As Council i~ aware, we have met with various manufacturing firms regarding possible <br /> locations in~Ramsey. Of course we have also been meeting with existing Ramsey <br /> businesses hrjping to have the opportunity to assist in their expansions. <br /> <br />We have received a tentative agreement at the Staff level with another firm. This firm <br />currently has,about $5 million in sales, 55 employees and wishes to build a 20,000 square <br />foot facility ~ith a market value for tax purposes of $800,000 (probably $930,000 in land, <br />site and construction costs). <br /> <br />This firm is riot interested in the parcels we can currently make available on the Eggum <br />property we ~tre purchasina. He does not wish to be adjacent to the railroad. Further, <br />Uranium Stregt N.W. does'~ot currently provide access to any marketable site, nor will it <br />prior to the pgoposed February ground breaking. And, even if it did, the aesthetics to that <br /> . P <br />entrance w~th[County Road #116 do not meet his needs. I believe that after Uranium Street <br />N.W. is constructed and with site clean-up currently underway, this will not be an issue for <br />future site decisions. <br /> <br />We have prov~ided three potential sites that meet this firm's requirements pursuant to the <br />attachment. We are working on site control for those which we currently do not have <br />ownership. Oj~e we own, the second is owned by ParaBody. We first must work out their <br />expansion project prior to knowing what portion of their site will be available. The third is <br />owned by WaSte Management. <br /> <br />We are also working with another manufacturer who is interested in the 10.8 acre S.J. <br />Groves parce!!:on Sunfish Lake Boulevard N.W. just south of County Road #116. His <br />interest is because the roadway and utilities are immediately available. We were informed <br />that this comp.hny may already have a commitment to another community. At the time of <br />this writing, t~s has not been confirmed. If this is the case, no action will be required. If <br />the opposite is!tree, we will be looking for authorization to option the property. <br /> <br />Our Charter ctlrrently requires that an ordinance is passed prior to sale of any City-owned <br />property. Thi.4 creates delays in development as well as financing and adds construction <br />problems. Therefore, the Charter Commission is reviewing a change in this provision in <br />cases where th~ intent of City ownership of a given parcel is for development. In any case, <br />attached, is an brdinance which will allow for the resale of parcels possibly to be acquired, <br />given the abovte. We are requesting a first reading of the above. A second reading would <br />not be schedulc4d until certainty in the development has been achieved. <br /> <br />For the parcelslmentioned, we are asking for authorization to proceed toward purchase if in <br />fact such need~; to occur.
