7. Qreate a desirable and unique character within Development District No. 1 through q~ality lm'~d use alternatives and design in new and remodeled buildings. Through} the sale of bonds in 1987, the City has provided funds for certain site improvements, i..ncluding ponding for storm water management, soil correction, landscaping, fencing, securit~ lighting and site grading within the Development District. The City has made public improver~ents in the form of streets and an extension of water and sanitary sewer to a portion of the Divelopment District designated for industrial development. In addition, the City constructed a w '.11 and water storage facility within the Development District for public use, primarily servin~ properties within TIF District No. 2. The City.plans to construct improvements of Front Street within TIF District No. 4, including storm crainage, sanitary sewer, and water improvements. In addition, the City will fund site improvements for a commercial development (AnokajRamsey Sports Center) within TIF District No. 4. Within T F District No. 1, the City will fund park improvements in the River's Bend development, anGsite improvements associated with the Rum River Terrace Apartments. The City ,further plans to fund extension of water and sewer for residential development within TIF DistriCt No. 5, with costs paid by special assessments and tax increment. In addition, the City plans to,fund site improvements (ParaBody, Inc.) and streets and utility construction, within TIF DistriCt No. 2. The City {lso plans to provide funding for the improvements of the extension of City water and sewer and stn}et improvements for residential and commercial development to the property to be developed asISunfish Square Addition. The City may also provide funding for future improvements to ~e utility systems located in this district These improvements are intended to be funded by both special assessments and Tax Increment Funds. Enwronmental Controls. It is anticipated that no development within the Development District will present major environmental coricems. All City actions, public improvements and private development will be carried out in a manner which will comply with applicable environmental standards. E, Open Space to be Created. Any open Space within the Development District will be created in accordance with the development contr¢Is of the City. F. Public Fa~cilities to be Constructed. Public facilities constructed within the Development District will be financially feasible and compatible with tl'ie City's long range development plans. Public improvements constructed or proposed within D~velopment District No. 1 include ponding for storm water management, soil correction, landsc~!ping, fencing, security lighting, site grading streets, a well, a water storage facility, extension 5f water and sanitary sewer to an area designated for industrial use and to an area designated fo~ residential use, street, sewer and water improvements along Front Street and within TIF Distfic' No. 2, and park improvements. The extension of public facilities and site improvements will include the area to be comprised of the Sunfish Square Addition and the area identified as the Ani>ka Electric Cooperative site. 5 q~
