J. Administration of Development District. Maintenarlce and operation of the public improvements will be the responsibility of the Administrator of l~evelopment District No. 1. Each year the Administrator will submit to the City Council the main!chance and operation budget for the following year. The Administrator will administer the De~velopment District pursuant to the provisions of §469.131 of the Act provided, however, that suc~powers may only be exercised at the direction of the City Council. No action taken by the Admigistrator shall be effective without authorization by the City Council. The City does not anticipate the need to create an advisory board to advise the City Council on the planning, c0~nstruction or implementation of the activities and improvements outlined in the Development Disffict Program. [ K. Rehabilitgtion. 'Owners of ~properties within Development District No. 1 may be encouraged to rehabilitate their properties to~onform to the applicable state and local codes and ordinances, as well as any desigt~ standards[implemented by the City. Owners who purchase property within the Development Dis~ct from the City may be required to rehabilitate their properties as a condition of sale. The City ma~ provide such rehabilitation assistance as may be available from federal, state or local sources. L. Descriptio[n of Development District. Lists of th~ properties included within Development District No. 1 were attached to the Program documcnis adopted on August 27, 1985, and on June 30, 1986. A list of properties added to Development District No. 1 was included in two modifications to the Development Program adopted ~,March 29, 1988. These lists are incorporated herein by reference. The additional properti~ being added to Development District No. 1 as a result of this modification are listed below. A mai3 of the approximate new boundaries of Development District No. 1 is included in Exhibit A hereto.~ Legally Describdd as follows: Beginning ~ a point at the southwest comer of Anoka County Highway Right-of-Way Plat #8 for Coun~ly Road #116 which intersects the center line of Anoka Rioht= -of-Way _¢lat #16 which is COunty Road #56. Thence north 88 degrees, 20 minutes 36 seconds east a distance of {0 feet to the point of beginning. Thence easterly along the southern boundary of Anoka ~ounty Highway Right-of-Way plat #8 to the easterly line of the northwest quarter of S~ction 27; thence southerly along the easterly boundary of the northwest quarter of Section ~7 to a point intersecting with the southern boundary of Section 27. Thence westerly along said southerly boundary of Section 27 to a point intersecting with the northern rig~t-of-way of the Burlington Northern Railroad. Thence northwesterly along said northerr} boundary of the Burlington Northern Railroad to a point intersecting with the westerly boflndary of Anoka County Highway Right-of-Way Plat #16; thence northerly along the w}sterly boundary of Anoka County Hxghway Right-of-Way Plat #16 to the point of begt~'nning.
