CASE # <br /> <br /> RAMSEY GREENWAY PROJECT <br />By: Mark Riverblood, Parks/Utilities Supervisor <br /> <br />Background:: <br /> <br />In late 2001, Qity Council authorized staff to partner with the Anoka Conservation District <br />(ACD or the district) in an application to the DNR for a Greenway Planning Grant. T~hJs <br />project was ap _L~oved in the summer of 2~02 with the District performing the majority of the <br />work to date. ~ <br /> <br />The purpose o~this endeavor was to identify all regionally significant habitat and connecting <br />Greenways m~Ramsey. The methodology entailed using aerial photography and existing soils <br />information - t~en field checking all areas within the City to assemble landcover datal A DNR <br />Minneso, ta Lan{:t Cover Classification System Level 5 inventory was achieved for much of <br />Ramsey s 18,3d..8 acres. This is the most detailed level of information in this system of natural <br />resource evalu~ion. (Some tracts without on-the-ground access were left at a Level 4). This <br />project was fun~ed by a grant by the DNR and represents about $35,000 in work performed. <br />Observations: [ <br /> <br />This informatic~,n is now available to Ramsey's staff, ACD and the public in ArcView 3.2, <br />which is an Au~oCAD/GIS type program. The greatest value of this information is expected to <br />be in evaluatin~ development proposals and city projects. Itwill certainly be of regular use in <br />general plannin~ efforts as well.. <br /> <br />One planning r~lated example would be as follows: by having an understanding where all the <br />Park, Trail andi Open Spaces should be - is that the City can then apply extra scrutiny to <br />developments Within these areas, perhaps even ensure there is continuity of open space <br />[Greenwaysl r . <br /> cognectmg them. Thus, if a development was proposed outside of these more high <br />quality areas, t~at City efforts may entail simply focusing on ensuring basic requirements are <br />met and that th~project meets with the City's quality objectives. <br /> <br />The purpose o~ this case is to provide additional background on the Ramsey's Greenway <br />project and rec&ive any Council direction. Rich Biske from the Anoka Conservation District <br />will be at the ~eting and provide a brief presentation.
