CASE <br /> <br /> SUNFISH LAKE PLANNING AREA <br />By: Mark Riverblood, Parks/Utilities Supervisor <br /> <br />Background! <br /> <br />The purpose iof this case is to initiate concept planning for the City owned land west <br /> of <br />Sunfish Lake[ As Council will recall, a Request for Proposal was developed that outlined the <br />expected task~ for the project. This included haying a defined public participation process. <br /> <br />ObservationS: <br /> <br />Three propo~ls were received and ranked by staff and the recommendation is to retain <br />Dahlgren, S~rdlow and Uban, I_nc (D~U) for this project. This finn is estimating a total <br />project cost o~ $38,200 and up to several' thousand in reimbursables. DSU's estimate is higher <br />than the othe~ proposals - however, staff feels that DSU's proposal is more comprehensive <br />and also full~meets Councils desire for public participation. <br /> <br />One key element would be the establishment of a Task Force/Advisory Group. (It should be <br />noted that DS~'s proposal states full flexibility in this area as well as a~eement to amend the <br />project cost a~cording to the City's work direction.) <br /> <br />If, an advisory panel is desired by Council, a nine member task'force could cOnSist of: <br />- Two or thre~ residents <br />- One or two ;ouncil member(s) <br />- One or two 'ark Commissioner(s) <br />- One Plarmir g Commissioner <br />- One Housin; Committee member <br />- Two Staffn embers <br /> <br />Funding: <br /> <br />The Park C~mmission recommended at their March 13, 2003 meeting to appropriate <br />approximatel~ 15% of the expected Park Dedication proceeds fi.om Village of Sunfish Lake <br />for this plan4i.~'.'ng endeavor. 15% of the $232,200 in Park Dedication fees is $34,800 and <br />therefore fairly consistent with DSU's proposal. Council may decide to allocate up to <br /> ~ . <br />$45,000 for l~lanmng services, (pursuant to DSU's proposal) or direct staff to modify the <br />scope of wor~ to meet a lessor budget. <br /> <br />Attached for ~our information is the RFP.
