Action:

Ratify the recommendation of the Public Works Committee.

Case #3

Authorization to Update the Comprehensive Sewer Plan

Background:

Principal City Engineer Olson explained to the Committee that the most recent update to the
Comprehensive Sewer Plan was completed in February of 1991. With the approval of the creation of a
Town Center area, industrial development has increased along with townhouse projects and single family
residential developments. All of these things will .have an impact to the existing utility infrastructure.
Staff will meet with the Metropolitan Council on numerous occasions to ensure that they are appraised of
the updates which will need to be approved by them. Staff has also received requests by local property
owners to extend sewer and water for significant distance to receive the benefit of municipal sewer and
water. Staff feels 'that there are enough Citywide changes since 1991 to warrant an update of the
comprehensive sewer study. Since the grant op, pormnities were unsuccessful, Staff included $30,000 in the
sewer utility fund to finance the update.

Motion was made to recommend-to the City Council authorizing Staffto hire Bolten and Menk at a cost not
to exceed $30,000 for completing an update to the comprehensive Sewer Plan. Tiffs $30,000 will be funded
by the sewer utility fund.

Action:

Ratify the recommendation of the Public Works Committee.

Case #4

Request for Reimbursement for Deep Sewer Construction

Background:

On March 25, 2003 the City approved the development agreement for Wildlife Sanctuary 3rd Addition. As
part of the development, the City required the Developer to extend an 18-inch deep sewer main to the edge
of his plat to minimize inconvenience to the new property owners of this subdivision. Tiffs sewer pipe did
not benefit the development and should be eligible for trunk sewer credit. On September 30, 2003, the City
received a request from the Developer to reimburse them for the cost of the installation of the trunk sanitary
sewer. City staff verified the invoice in the amount of $36,335 and felt this was a reasonable cost for the
installation of the trunk sanitary sewer.

Motion was made to recommend to the City Council to reimburse Oakwood Land Development for
$36,335 for installation of the trunk sanitary sewer with Wildlife Sanctuary 3rd Addition.

Action:

Ratify the recommendation of the Public Works Committee

Reviewed by:
Assistant Public Works Director/Principal City Engineer

CC: 10/28/03
-178-
