P.W. CASE: <br /> <br />AUTHORIZATION TO UPDATE THE COMPREHENSIVE SEWER PLAN <br /> By: Brian E. Olson, Principal City Engineer <br /> <br />Background: <br /> <br />The most recent update to the Comprehensive Sewer Plan was completed in February of <br />1991. <br /> <br />The City has approved the creation of a Tow?5.. Center area, industrial development has <br />increased, townhouse projects are appearing more often, and single family residential <br />developments are being approved. Ail of these things can and will have an impact to the <br />existing utility infrastructure. Since the projections for capacity are based on per capita <br />and industrial uses, there is a need to re-evaluate the projections and update the <br />comprehensive sewer plan. , <br /> <br />During the process of the AUAR for the Town Center, the issue of available capacity <br />allocated by the Metropolitan Council was raised. As part of the Comprehensive Sewer <br />Plan update we will meet with the Metropolitan Council on numerous occasions to ensure <br />that they are appraised of our update which will need to be approved by them. <br /> <br />Staff has also received, requests by local property owners to extend sewer and water for <br />significant distances to receive the benefit of municipal sewer and water. Two of these <br />projects of which you will likely see on next months Public Works agenda. <br /> <br />Staff feels that there are enough Citywide changes since 199t to warrant an update of the <br />comprehensive sewer study. Staff has actively engaged in pursuing gant opportunities <br />with the Metropolitan Council and was unsuccessful in acquiring grant moneys to pay for <br />this update. <br /> <br />Since the grant opportunities were unsuccessful, Staff included $30,000 in the sewer <br />utility fund to finance the update and feel that there will definitely be additional benefits <br />to the entire City. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Public Works Committee recommend to the City Council to <br />authorize Staff to hire Bolten and Menk at a cost not to exceed $30,000 for completing an <br />update to the Comprehensive Sewer Plan. This $30,000 will be funded by the sewer <br />utility fund. <br /> <br />-186- <br /> <br /> <br />
